The Council describes the required contractor as suitably qualified and experienced. Firms should also be able to manage a changing number of properties and sites and mobilise by the agreed commencement date. Small and medium-sized businesses and voluntary, community and social enterprises are identified as suitable participants. Quality and social value together account for more than half of the evaluation, so bidders should be able to demonstrate service quality and relevant social value in their proposals.
