## Summary

Dundee City Council is seeking one supplier to provide electricity and gas meter operator (MOP) services, together with data collection and data aggregation (DCDA) services across its estate in Dundee. The work covers electricity half-hourly meters, non-half-hourly meters and automated or advanced meter-reading devices, as well as gas meters and automated meter-reading devices. The supplier must install, maintain and operate the designated meters and supply points, take over existing metering assets from current providers, and manage registrations, technical details and communications. The transfer must preserve uninterrupted data collection and energy settlement. The council is consolidating MOP provision with a single supplier to improve data collection and aggregation across its portfolio.

The council invited offers through an open procedure. The tender deadline was 20 November 2026 at 12:00 noon; bids were to be submitted electronically in English, and variants were not allowed. The contract is for 1,080 days, with two possible 12-month extensions. Its estimated value is £300,000. There is one lot covering the council’s electricity and gas metering and DCDA requirements. Evaluation gives 70% to quality and 30% to price: quality covers service delivery (15%), metering operations (20%), data collection and validation (15%), contract management and reporting (10%), change management and regulatory compliance (8%), and Fair Work First (2%). Supplier suitability, economic and technical selection requirements are set out in the tender documents.

This opportunity suits an established metering operator able to take responsibility for a varied public-sector electricity and gas portfolio through a single service. Suppliers need capability across half-hourly electricity meters, non-half-hourly meters, automated or advanced meter-reading devices, gas meters, and DCDA services for both fuels. Experience transferring metering assets from incumbent providers is important, including managing registrations, meter technical information and communications without interrupting data collection or settlement. The requirement also calls for installation, maintenance and ongoing operation across designated supply points, plus reliable data validation, reporting, contract management and regulatory compliance. Suppliers should be able to support the council’s aim of reaching 90–95% automated or smart meter coverage where technically and economically feasible, and demonstrate a credible approach to service delivery and Fair Work First.
