## Summary

The London Borough of Waltham Forest plans to procure semi-independent accommodation and support services for young people aged 16 and over. The service combines accommodation with support for young people living semi-independently. Delivery is intended across Waltham Forest and other parts of London. The council is holding an in-person provider forum as preliminary market engagement, inviting current and prospective providers to discuss its proposed commissioning approach, draft “My Guide” for young people, market developments and challenges, and how the future service model should be shaped. This is an early opportunity to influence the service design and procurement approach, rather than a request for proposals.

The process is at the planning stage: the council has announced an intention to procure, but has not issued an invitation to tender. It expects to publish a future procurement notice by 25 January 2027. The planned contract is for five years, from 1 June 2027 to 31 May 2032, with a possible extension through to 31 May 2034. The estimated value is £28 million excluding VAT (£33.6 million including VAT). The procurement is planned as one lot and is expected to use a dynamic purchasing system. The council has not yet set out final evaluation criteria or participation requirements; its market engagement will help inform the procurement route and tender plan.

This service may suit accommodation providers able to supply and manage suitable semi-independent homes, alongside organisations experienced in supporting young people aged 16 and over. The council has indicated that small and medium-sized businesses and voluntary, community and social enterprises may be suitable participants. Providers with practical knowledge of young people’s support needs, accommodation management and the challenges of delivering these services in London can contribute directly to the emerging service model. Current and prospective suppliers can use the planned forum to comment on the draft guide for young people, commissioning approach and market developments, and to help the council understand provider perspectives before the formal competition. The eventual service combines housing and support, so organisations with capacity across both areas may be well placed to prepare.
