## Summary

Belfast City Council is seeking a contractor to repair, maintain and carry out minor works on CCTV, door-access and public-address systems across Council properties and locations in Belfast. The Council may add any of the listed locations to the contract, subject to agreement with the contractor. An essential part of the service is an emergency, 24-hour, seven-days-a-week call-out to secure Council property and make it safe. The requirement covers security cameras, access-control systems and public-address equipment, rather than a supply-only purchase. The contract is to use the JCT Measured Term Contract 2016, adapted for Northern Ireland and amended by the Council.

The Council invited offers through an open procedure. This is a single-lot service contract. The tender deadline was 16 November 2026 at 12:00 noon; the stated deadline for the award decision was 7 December 2026. The contract period is scheduled to run from 16 December 2026 to 31 December 2027, with renewal options described as one year plus three optional years and a maximum extent date of 31 December 2030. The estimated value is £400,000 excluding VAT (£480,000 including VAT). Evaluation is weighted 60% on price and 40% on quality.

This suits security and electronic-systems maintenance firms with practical experience repairing and maintaining CCTV, door-access and public-address installations across multiple sites. Suppliers need the operational capacity to provide round-the-clock emergency call-outs every day of the week and to have a representative on site within one hour to secure and make safe a location within the contract area. The service also requires the ability to undertake minor works and respond to locations that may be added by agreement. Quality accounts for a substantial share of the evaluation alongside price, so bidders should be able to demonstrate a credible service response and delivery approach as well as competitive costs. The contract uses a measured-term form adapted for Northern Ireland.
