## Summary

Bournemouth, Christchurch and Poole Council is seeking a lead designer to develop plans and a scope of works for converting a building previously used by adults into a school satellite for Christchurch Learning Centre. The facility is intended for Key Stage 3 and 4 pupils with social, emotional and mental health needs, including externalising behaviours. The lead designer will coordinate specialist consultants and work with the Council and the school, which will be consulted throughout the design stages. The Council is the client and retains final design decisions. The work covers architectural design and related engineering, construction consultancy and supervision services. Delivery is in the Bournemouth, Christchurch and Poole area.

The Council invited offers through an open competition. This is a single-lot services contract, with an estimated value of £200,000 excluding VAT (£240,000 including VAT). The buyer set 10 November 2026 at 17:00 for enquiries and 17 November 2026 at 14:00 for bids. The contract period is 4 January 2027 to 31 December 2028. Evaluation gives 60% to quality, 30% to price and 10% to social value. The project is subject to the Council’s education and skills governance gateway approvals; the Council may decide not to proceed at a gateway if estimated costs become prohibitive or internal approvals are not granted.

This opportunity is suited to architectural and built-environment consultancies able to lead a multidisciplinary team and develop a school conversion design and defined scope of works. Bidders need professional knowledge, competence and experience in designing education facilities, including assessing relevant Building Bulletins and Schedules of Accommodation. The work calls for design that responds to the needs of pupils with social, emotional and mental health needs, including externalising behaviours, and for consultation with the school as end user through the design stages. Small and medium-sized businesses are identified as suitable. Suppliers should be equipped to coordinate specialist consultants and contribute to a project progressing through formal client governance and design stages.

## Notice

BCP Council are seeking to appoint a Lead Designer to lead a team of specialist consultants to develop a design and scope of works in consultation with the client and end user to best meet the needs of the cohort or children that Christchurch Learning Centre will be educating on the site. The primary changes required are to adapt a building originally utilised by adults into a school building suitable for KS3-KS4 students with Social Emotional and Mental Health Needs and externalising behaviours. The Council will be the Client for the project, and all instructions will come from Education and Skills Capital Team unless a specific delegation is agreed in writing. Christchurch Learning Centre will be the End User of the completed facility and will be consulted throughout at all RIBA Stages to ensure that the design meets their requirements. All final design decisions remain with the Client. The project will develop through Gateway approval stages managed within the Education and Skills governance process, which accord with the RIBA Plan of work 2020. NOTE: Bidders should be aware that BCP Council may decide not to continue with the project at any one of the Gateway stages should the estimated costs become prohibitive or internal approvals are not granted. Please refer to 'Appendix 1 - Specification - Design Lead for Christchurch Learning Centre' section 5 ('Project Governance and Structure') which outlines this in more detail.
