## Summary

Notting Hill Genesis plans to establish a framework of contractors for demolition and enabling works supporting residential development across Greater London. Work may include demolition, site clearance and preparation, earthmoving, foundations and piling. Projects range from urban infill schemes of around 50 homes to estate regeneration developments involving thousands of new homes. The framework is intended primarily for relatively complex or high-value requirements. It will serve Notting Hill Genesis and may also be used by registered housing providers operating in Greater London, including housing associations and local authorities. The buyer may extend access to other public contracting organisations, including those outside Greater London. This is construction work associated with delivering new homes, rather than a single construction project.

The procurement is at the planning stage: Notting Hill Genesis is conducting market engagement to understand supplier capability and shape its requirements; this is not an invitation to tender. Suppliers are invited to register interest and complete a short survey by 13 November 2026. The buyer aims to have the framework in place by September 2027, with the procurement timetable to be confirmed. The expected framework term is 26 September 2027 to 25 September 2031, with a possible extension to 26 September 2035. The estimated framework and call-off value is £50 million excluding VAT (£60 million including VAT), based on anticipated needs; call-off volumes are not guaranteed and actual value may differ. A public procurement process is planned, subject to the buyer deciding to proceed. One lot is planned; tender requirements and evaluation criteria are not yet set out.

This framework is likely to suit demolition and enabling works contractors able to deliver complex, high-value packages for residential-led developments. Suppliers with experience in demolition, site preparation and clearance, earthmoving, foundation construction and piling are relevant to the anticipated scope. The range of schemes—from smaller urban infill sites to major estate regeneration—suggests the buyer is looking to understand differing market capabilities and suppliers’ ability to support housing development at varying scales. Potential work may come from Notting Hill Genesis and other housing providers or local authorities using the framework, although access and call-off work are not guaranteed. The market engagement survey is an opportunity for suppliers to explain their capabilities and help shape the procurement before a later tender process; registering interest now does not determine eligibility to bid later. The source sets no specific accreditation or qualification requirements yet.

## Notice

Demolition & Enabling Works Framework - Market Engagement Notting Hill Genesis (NHG) intends to create a new framework of contractors for demolition and enabling works, to support the delivery of new homes across London. Our current framework is due to expire in September 2027, and we plan to replace this via a public procurement process over the coming months. Interested suppliers are invited to register their interest and complete a short survey. Please see the link at the 'engagement' section of this notice, below. FRAMEWORK PURPOSE: Successful contractors would assist NHG in delivering exciting residential-led development projects in the Greater London area. Our developments range from 50-unit urban infill sites to estate regeneration projects creating thousands of new homes. The framework will also be available for use by other registered housing providers that operate in Greater London, providing successful contractors with potential opportunities to work with a range of housing associations and local authorities in addition to NHG. We may also extend access to other contracting authorities beyond this group and/or outside this geographical area. Please note, whilst the proposed framework may be used to fulfil a wide variety of demolition and enabling works requirements, its primary purpose will be to deliver relatively complex or high value contracts (PS1m-PS5m and above). PROCUREMENT PROCESS: This notice is to advise suppliers of NHG's current intentions and the associated market engagement opportunity, rather than inviting tender responses. See the 'engagement' section of this notice, below. If NHG elects to proceed with the procurement, a further 'notice' will be published via the Find a Tender Service. The tender notice will invite tender responses and set out details of the tender requirements. For avoidance of doubt, if you do not register your interest in response to this notice, this will not preclude you from bidding once the tender notice is published. This notice does not commit NHG to undertaking the proposed procurement, and we may elect to proceed or not proceed at our discretion. TIMETABLE: We aim to have the new framework in place by September 2027. The timetable for the procurement process is to be confirmed. To receive updates on the anticipated timetable, prior to publication of the tender notice, suppliers should register their interest via the form linked below. ABOUT US: NHG is one of the largest Housing Associations in the country, with more than 66,000 homes across London and the South-East. We provide homes to a range of tenures and are committed to delivering housing that is affordable for all. We build and maintain quality homes, creating diverse and thriving communities. This is our primary purpose and everything we do supports that. For more information, visit www.nhg.org.uk. For more information on our development activity, visit: https://group.nhg.org.uk/about-us/what-we-do/development/ FRAMEWORK AND CALL-OFF VALUE: Interested parties should note that the estimated value of the Framework Agreement and Call-Off Contracts given in this Notice is based on current anticipated requirements. NHG cannot give any guarantees that instructions totalling this value will in fact be called off from this framework. Equally, the total value may be greater than the estimate, depending on the actual requirements of NHG and other contracting authorities throughout the framework term.
