The work covers Reception Roads 1 to 4 and Siding A, with the aim of improving the resilience of facilities used to service trains and support the timetable. The contractor must carry out the necessary surveys and act as principal contractor for those surveys. The scope is principally civil engineering, mechanical and electrical work, with all works planned to meet relevant Network Rail technical approval standards. This is a rail infrastructure design and construction requirement, delivered in the North East of England. The specification in the invitation documents sets out the detailed scope. Northern Trains invited offers through a below-threshold open competition. The tender set an enquiry deadline of 20 November 2026 at 16:00 and the same deadline for bid submission. Small and medium-sized businesses are explicitly considered suitable to compete. ## Notice The development of an outline / detailed design and subsequent construction, providing all improvements needed to Reception Roads 1, 2, 3, 4 & Siding A to provide increased resilience in the facilities required for servicing of trains to support the timetable. The Contractor is responsible for undertaking all necessary surveys acting as Principal Contractor (for surveys). This is principally inclusive of Civils, Mechanical and Electrical. All scoped works shall be planned in accordance with the relevant Network Rail Technical Approval Standards. For further information please see ITT Part 2 Specification Where used throughout this notice, the meaning of Train Operating Companies includes all and any of those train operating companies who, currently or in the future, provide services for the carriage of passengers by railway: under a franchise agreement with the Secretary of State within the meaning of section 23(3) of the Railways Act 1993 or under, or secured under, the Secretary of State's duty in section 30(1) of the Railways Act 1993; or in accordance with legislation which supersedes or amends the powers referred to in a) and b), including where such powers are transferred from the Secretary of State to another body. Novation or Assignment The contract may be novated or assigned by Northern Trains Ltd to Train Operating Companies, or to DFT Operator Limited (company number: 07141122) or any successor parent company to a Train Operating Company, following a corporate restructuring or similar circumstance.
