## Summary

NHS West Yorkshire Integrated Care Board commissioned a Community Builder programme for older adults in Wakefield. The service connects voluntary and community sector organisations with Connecting Care Hubs and Primary Care Networks, forming part of the community mental health offer and linking voluntary provision with statutory services. The Community Builder develops and delivers training and engagement workshops, supports third-sector organisations to identify funding opportunities, and helps them work alongside the Connecting Care mental health team. The work is delivered in Wakefield and is classified as health and social work services. It builds on a programme that began in 2022 and on the area’s existing social prescribing offer.

The procurement is complete and the contract has been awarded to Age UK Wakefield District Ltd. NHS West Yorkshire Integrated Care Board used a direct award below the applicable threshold, without competition. There was one lot. The contract was signed on 15 October 2026, with a start date of 1 April 2027 and an end date of 31 March 2029; it includes an option to extend for one year, to a maximum end date of 31 March 2030. The contract value is £156,179.22 including VAT. The published procurement information does not set out an evaluation basis or eligibility criteria.

This award shows that the buyer values a community-based intermediary able to connect voluntary and community organisations with statutory mental health and primary care services, while strengthening existing social prescribing. A credible provider for a similar requirement would need to build trusted relationships across Wakefield’s third sector, Connecting Care Hubs and Primary Care Networks; deliver practical training and engagement workshops; and help community organisations identify funding and work effectively alongside the mental health team. Experience operating across voluntary and statutory services, and the capacity to sustain the role as an integrated part of the local mental health offer, are directly relevant. Age UK Wakefield District Ltd, a voluntary and community organisation, was selected through a direct award without competition, so the award demonstrates this buyer’s purchasing route as well as the service model.

## Notice

The Community Builder programme, which commenced in 2022, works to ensure that Wakefield VCSE organisations become a fully integrated part of the community mental health offer. Community Builders work as the interface between the voluntary and community offer, Connecting Care Hubs and the Primary Care Networks and build on an existing rich social prescribing offer. This role has become an integral part of the Connecting Care mental health offer, bridging the gap between voluntary and statutory services. The Community Builder identifies opportunities for and delivers training, delivering specific engagement workshops, supporting third sector organisations in identifying funding opportunities and helping them to consider how they can work alongside the connecting care team mental health offer.
