## Summary

Cyngor Gwynedd is procuring improvement works to its Materials Recovery Facility at Cibyn Industrial Estate, Caernarfon. The project will redesign and optimise the recycling facility’s processing line across existing and newly available floor space. The contractor will assess the current operation and site constraints, design a new layout and line, remove, relocate or dispose of existing equipment, and supply and integrate new equipment. The completed system must be installed, commissioned, performance-tested and handed over, with operator training and documentation. The requirement also includes equipment warranties and ongoing maintenance and support. The aim is to improve throughput, safety and recovered-material quality, reduce contamination and manual handling, increase automation, and allow the facility to adapt to future recycling and processing needs. This is environmental improvement work at the Caernarfon facility.

The buyer invited offers through a below-threshold open competition. The procurement has reached the tender stage. The buyer set 19 November 2026 at 12:00 for enquiries and 10 December 2026 at 12:00 for tender submissions. The contract period is 25 February 2027 to 26 February 2029. The estimated value is £1.2 million excluding VAT (£1.44 million including VAT). There is one lot. Evaluation is weighted 80% on technical questions assessing the proposed design and its fit with the specification, 15% on price and 5% on social value commitments. Tenderers must submit a proposed design and detailed cost breakdown covering the full delivery cost, including ancillary works. Electronic submission is allowed through the eTenderWales portal.

This opportunity suits contractors able to deliver an integrated materials-recycling facility project, combining process and layout design with equipment supply, installation, integration and commissioning. The buyer seeks a suitably qualified and experienced contractor able to assess operational constraints and develop a safe, efficient and reliable solution that improves capacity and recovered-material quality while reducing contamination and manual handling. Suppliers will need to address automation and future flexibility, and demonstrate that their design meets the specification and represents value for money. Delivery capability must extend to performance testing, operator training, handover documentation, warranties, and ongoing maintenance and support, including response times and planned preventative maintenance. Small and medium-sized businesses are identified as suitable. Social value commitments form part of the evaluation, so suppliers should be able to set out the time or financial contributions they would deliver.
