Surveying and analytical services include management, refurbishment and demolition surveys, re-inspections, air monitoring and laboratory analysis. Separate removal lots cover licensed and non-licensed asbestos removal, with reinstatement remedial works where required. The six surveying and analytical areas are Scotland, North West, North East and Yorkshire, Midlands and Central South, South East, and South West. Two further removal areas cover North and Scotland, and Central and South. The opportunity is for asbestos surveying, testing and removal businesses able to serve the relevant regions; suppliers can target either surveying and analytical work or removal work, subject to the lot restrictions described below. Home Group invited offers through a two-stage competitive flexible procedure. Stage one comprises a pass/fail procurement questionnaire and tender evaluation, weighted 40% on price and 60% on quality; stage two is an interview and presentation weighted at 100%. The enquiry deadline was 6 November 2026 at 12 noon, and the expression-of-interest deadline was 13 November 2026 at 12 noon. The contract is scheduled to run from 1 April 2027 to 31 March 2031, with an optional 12-month extension. The overall estimated value is £5 million excluding VAT (£6 million including VAT). The eight regional lots have individual estimated values from £250,000 to £1.5 million excluding VAT. Suppliers may bid for up to three lots and be awarded up to three, but cannot combine surveying and removal lots or apply across specified north/south surveying groups. This framework suits qualified, experienced asbestos surveying and analytical companies, as well as specialist asbestos removal contractors. Surveying suppliers need capability across management, refurbishment and demolition surveys, re-inspections, air monitoring and laboratory analysis; removal suppliers need to undertake licensed and non-licensed removal, with remedial reinstatement where needed. The regional structure allows suppliers to focus on defined parts of the country, and the procurement identifies the lots as suitable for small and medium-sized enterprises. Surveying and analytical suppliers may be appointed two per regional lot in ranked order; removal lots intend to appoint one contractor each. Ranking takes account of the staged assessment, including quality, price and interview performance. Selection includes economic and technical criteria, with the detailed requirements set out in the tender documents.
