## Summary

Moat Homes Limited commissioned retrofit assessment services to support the potential decarbonisation of a proportion of its homes through the Warm Homes – Social Housing Fund. The work is to deliver Retrofit Assessments, providing consultancy input to the housing provider’s retrofit programme. Delivery is in the South East of England. The requirement sits within energy-efficiency consultancy and housing retrofit work, rather than the supply of retrofit products or construction works. Moat Homes is based in Dartford, and the assessments relate to its housing stock and programme.

The procurement is complete and the contract was awarded to Cotality U.K. Ltd. The award date was not stated; the contract was signed on 12 October 2026. Its value is £260,000. The contract has an initial two-year period, with options to extend by two further years, giving a maximum term of four years. Moat used a limited procedure with a direct award under the Prosper PAS2035 Retrofit Consultants Framework, without a separately published competition. The published rationale cites Cotality’s appointment to that framework, satisfactory previous performance and the need for continuity and consistency in PAS2035 compliance. Price was the stated award criterion. One bid was recorded. The requirement was organised as one lot, which is marked cancelled in the tender data, while the award and contract are active.

This award shows that Moat Homes buys retrofit assessment and consultancy services for its housing decarbonisation programme, and that framework appointment can be decisive: Cotality was selected through the Prosper PAS2035 Retrofit Consultants Framework rather than a new open competition. Suppliers seeking to compete for similar work with this buyer would need relevant retrofit consultancy capability and credible delivery of Retrofit Assessments, alongside the ability to support PAS2035 compliance activities. The buyer’s stated reasons also point to the value of knowledge of its housing stock, consistent delivery and low mobilisation risk. A strong track record with the buyer or comparable housing retrofit programmes, and a route onto any relevant framework, would help establish credibility when this requirement next arises.

### Procurement Information

Following an assessment of the Moat's requirements, it was determined that Cotality was the most appropriate supplier to deliver the required retrofit consultancy services. Moat has an existing contractual relationship with Cotality for similar services and has previously received satisfactory performance. Continuing with the same supplier provides continuity of service, ensures consistency in the delivery of PAS2035 compliance activities, reduces mobilisation risks, and enables Moat to build upon existing knowledge of its housing stock and retrofit programme. As the contract has been awarded via a lawfully procured framework agreement that permits direct award, there is no requirement to undertake a separate procurement process or publish a new contract notice in OJEU or FTS. The award is therefore compliant with the relevant framework provisions and procurement regulations governing the use of framework agreements. It is concluded that the contract award is lawful on the basis that: The Prosper PAS2035 Retrofit Consultants Framework was established through a compliant procurement process. The framework provides a lawful mechanism for the Authority to award contracts to appointed framework suppliers. Cotality is an appointed supplier on the framework and is capable of delivering the required services. The Authority's previous successful engagement with Cotality supports the decision to utilise the framework to secure continuity, efficiency, and value for money.
