## Summary

South Oxfordshire District Council buys insurance cover for its council operations in Oxfordshire, excluding broker services. The requirement spans material damage to general property, business interruption and additional expenditure, all-risks cover, money, computers and contract works; commercial and industrial property and loss of rent; and casualty risks including employers’ and public and products liability, officials’ indemnity, professional indemnity, hirers’ liability, libel and slander. It also covers engineering insurance, inspection and business interruption, fidelity guarantee and personal accident. The original procurement was arranged in separate specialist lots, with an option for a combined package covering property and casualty risks. This is a broad municipal insurance programme rather than a brokerage appointment or a single-line policy.

The procurement is complete and the existing contract has been extended, with Zurich Limited as the selected supplier. The contract was signed on 19 October 2026 and is valued at £151,232. The extension runs to 31 March 2027; the underlying contract began on 17 December 2021, had an initial term ending 30 September 2024 and was extended under its terms to 30 September 2026. The Council used a procedure without a published competition to extend the contract, citing continuity while it prepares a replacement procurement. A previous reprocurement was discontinued after errors and omissions in the tender documents undermined transparent and equal evaluation; uncertainty over local government reorganisation also affected future insurance needs. The extension was treated as a non-substantial contract modification.

For insurers, this contract demonstrates demand from South Oxfordshire District Council for a multi-line local-authority insurance programme, combining property, casualty, engineering, fidelity and personal accident risks. A credible competitor when this requirement next reaches the market would need underwriting capacity across those classes, with the ability to cover council property, business interruption, public-sector liabilities and engineering inspection needs. The package option indicates that the Council has considered bids combining property and casualty cover, as well as bids for specialist lines, so suppliers should be able to support an appropriate breadth of cover and coordinated risk management. The previous replacement exercise was abandoned because its tender documents did not support transparent and equal evaluation; clear, well-structured tender responses and dependable continuity of cover are therefore commercially relevant.

## Notice

South Oxfordshire District Council entered into a contract with Zurich Insurance plc dated 17 December 2021 for the provision of insurance cover ,excluding broker services ("the Contract"). The procurement was advertised on Find a Tender service on 27 May 2021. The initial term of the Contract expired on 30 September 2024 but contained an option to extend by 2 years. The Council extended the Contract in accordance with its terms up to the maximum length, with a new expiry date of 30 September 2026. Under Contract Award Notice 2021/S 000-023657 This VEAT notice relates to a proposed extension of the Contract to 31 March 2027 to allow time for the Council to undertake a re-procurement as although a procurement exercise was commenced prior to the expiry of the Contract, it has been discontinued.

### Procurement Information

The Council intends to extend the Contract to 31 March 2027 to allow time for a reprocurement exercise to be conducted . The procurement exercise which had commenced prior to the expiry of the Contract has been discontinued because some errors and omissions were identified in the invitation to tender documents which made it impossible to demonstrate transparency and equal treatment in the evaluation and moderation of the responses from bidders. In addition, the Government's announcement to pause Local Government Re-organisation has created uncertainty regarding future insurance requirements Therefore the Council has made the decision to extend the current Contract until 31st March 2027, re-write the tender pack and go back to the market, which gives the opportunity of seeking a longer contract period. The Council's position is that the modification is permitted under Regulation 72(1)(e) of the Public Contract Regulations 2015 (as amended) (non-substantial modifications) and that none of the conditions set out in Regulation 72(8) apply. The proposed short term extension will therefore provide the Council with a sufficient period of time, to run a re-procurement exercise, and to provide continuity of service for the Council while it is conducted.
