## Summary

Notting Hill Genesis commissioned a lift modernisation programme covering replacement or modification of lifts at 25 sites, alongside lift maintenance. The work is divided across four regional packages covering North East, West, East and South/South East, plus a separate package for engineering design and lift replacement or modification at high-risk buildings. Delivery is in London and the South East of England. The fifth package specifically includes design for high-risk buildings; the other four focus on the lift works across their respective sites. This is a programme of building lift upgrades for a housing provider, suited to businesses working in lift installation, modernisation and maintenance, with engineering design capability relevant to the high-risk buildings package.

The procurement is complete and contracts have been awarded. Notting Hill Genesis used a mini-competition among suppliers appointed to its Planned Upgrade/Improvement Works Dynamic Purchasing System. Awards were made to Target Lifts Limited for North East (£633,943) and East (£917,730), and to Apex Lift & Escalator Engineers Limited for West (£1,153,400.35), South/South East (£884,394.89) and High Risk Buildings, including design (£2,085,269.86). Contracts were signed on 21 September 2026 for North East and East, and on 14 September 2026 for the other three packages. The intended term is one year, with an option for Notting Hill Genesis to extend by up to a further year following performance and service-quality reviews. Technical questions and price each carried equal weighting. No supplier could receive more than two packages, except that the high-risk buildings package was excluded from this limit.

This award shows recurring demand from Notting Hill Genesis for regional lift replacement and modification, maintenance, and engineering design for lifts in high-risk buildings. The programme was split into regional packages and a specialist design package, creating a route for suppliers with a focused geographic or technical offer as well as firms able to cover several areas. To compete credibly when comparable work returns to market, suppliers will need proven lift modernisation and maintenance delivery across multiple sites; those pursuing high-risk building work will also need relevant engineering design expertise. The evaluation gave technical quality equal weight to price, so firms need a competitive pricing approach alongside clear evidence of technical capability, reliable delivery and service quality. The selected suppliers were small and medium-sized businesses, showing that the work was within the reach of suppliers of that scale.

## Notice

Notting Hill Genesis (NHG) have procured Contractors for the delivery of their Lift Modernisation Programme. The procurement of these Contracts was carried out in accordance with the Public Contracts Regulations 2015 (PCR15) and the Terms and Conditions of the NHG Planned Upgrade/Improvement Works Dynamic Purchasing System (DPS). It was intended that the Contracts will run for a period of one year with the option for renewal, as decided by NHG, for an extension of up to a further one year, subject to satisfactory reviews based upon performance and quality of service and delivery. The maximum duration of the Contracts is therefore two years. In order to promote an appropriate balance between capacity, resilience and market participation, NHG determined that no Tenderer could be awarded more than two Lots under this procurement (excluding Lot 5). Accordingly, while up to four Lots could be awarded in total, no single Tenderer could be awarded more than two (excluding Lot 5).
