## Summary

NPL Management Limited is planning to replace the JAVELIN system used by its Engineering team, which has been in service for approximately ten years. It seeks a manufacturing-focused material requirements planning (MRP) platform with selected enterprise resource planning (ERP) functions, supporting an Engineering-to-Order operating model. The software is intended to cover the engineering workflow from customer engagement and estimating through resource planning, work orders, materials, production, manufacturing execution, quality management, invoicing, reporting and performance monitoring. It must support manufacturing and non-manufacturing engineering through a shared work-order framework and integrate with existing corporate and engineering systems. The platform will serve the National Physical Laboratory in Teddington, with delivery in the United Kingdom.

This is at planning stage: NPL has set out its intention to procure, but has not yet invited tenders. It expects to conduct preliminary market engagement, including a supplier demonstration, before issuing a formal competitive procurement. Interested suppliers are asked to register for the engagement by 27 November 2026. Participation does not guarantee an invitation to tender, and suppliers bear their own participation costs. NPL says the future competition may include structured shortlisting; its criteria and any supplier limit would be set out in the later procurement documents. The procurement is arranged as one lot, with an anticipated contract period from 1 July 2027 to 1 July 2028. The stated implementation budget is £83,333 excluding VAT, or £100,000 including VAT; suppliers are asked to price against the requirements.

The engagement is aimed at suitably qualified and experienced suppliers able to demonstrate a proposed solution and relevant capabilities. It is particularly relevant to providers of manufacturing-focused MRP and ERP platforms for engineering businesses operating an Engineering-to-Order model. Suppliers should be prepared to show how their systems handle the full engineering and production workflow, support both manufacturing and non-manufacturing work, and integrate with existing corporate and engineering systems. NPL is looking to understand market capacity, risks, opportunities and innovation, and to shape a robust procurement strategy and contract. It wants a modern, scalable and supported platform that improves operational visibility, workflow control, delivery performance, cost management and customer engagement while meeting future engineering needs. Small and medium-sized businesses and voluntary, community and social enterprises are considered suitable.

The solution will provide end-to-end support for engineering activities including customer engagement, estimating, resource planning, work order management, material control, production planning, manufacturing execution, quality management, invoicing, reporting and performance monitoring. The solution must support both manufacturing and non-manufacturing engineering activities through a common work-order-based framework and provide appropriate integration with existing corporate and engineering systems. NPL is seeking a modern, scalable and supported platform which will improve operational visibility, workflow control, delivery performance, cost management and customer engagement whilst supporting future engineering business requirements Estimated budget for implementation costs: suppliers to provide costs based on above requirements. * excluding VAT: 83,333 * including VAT: PS100,000

### Planning Information

Suitably qualified and experienced suppliers who may have an interest in this project are invited to register for this Preliminary Market Engagement (PME).The purpose of this market engagement is to assess market capability and capacity, understand potential risks, opportunities and innovations within the market, and inform the development of a robust and future-proof procurement strategy and resulting contract.
As part of this Preliminary Market Engagement, suppliers will be invited to participate in a supplier demonstration, during which they will be required to demonstrate their proposed solutions and capabilities. The demonstration will form an important element of NPL's market assessment process and will enable NPL to gain a better understanding of the solutions available in the market and their suitability for meeting its requirements.
Following completion of the Preliminary Market Engagement activities, NPL will be running a formal competitive process. The procurement may include a structured shortlisting stage, with evaluation criteria and any limitation on the number of suppliers progressing being clearly set out in the procurement documents. This approach is intended to ensure that the future procurement is proportionate, transparent, non-discriminatory and informed by market engagement undertaken.
Any submission or participation in response to this exercise, including attendance at the supplier demonstration, will not constitute any contractual agreement between the respondent and NPL. Nor does participation in the Preliminary Market Engagement automatically entitle a supplier to be invited to tender.
A future Tender Notice will be issued following the demonstration stage and will provide details of how the procurement documentation can be accessed and the timescales for submission of tender responses.
Interested parties shall bear their own costs of participation in this Preliminary Market Engagement, including any costs associated with preparing submissions or attending demonstration sessions. NPL shall not be liable for any costs, expenses or losses howsoever arising (including, without limitation, any loss of profit or other economic loss incurred) as a result of participation in this market engagement exercise.
The next stage in the process will be considered once this Preliminary Market Engagement exercise has been completed.
If you have any questions, or would like to register interest to the above, please email: etenders@npl.co.uk to request a Preliminary Market Engagement Supplier Questionnaire & Functional Specifications document.
Please return all responses by 27th November 2026
