## Summary

The City of Doncaster Council procured replacement and repair work for its hold-baggage X-ray screening equipment at Doncaster. The work covers replacing a damaged screening machine, supplying a new uninterruptible power supply for the existing recoverable system, and removing and disposing of the irreparable machine and its supporting structure. It also includes integration with the baggage-handling system supplier and support for both the new equipment and the existing system, with the aim of keeping two screening systems operational. This is a security equipment requirement with associated installation, integration and support services.

The procurement is complete and SCAN-X SECURITY LIMITED was selected for the single lot through a direct award. The council’s stated reason was that technical compatibility with its existing Nuctech screening equipment and integrated baggage-handling, image-retention and remote-screening systems restricted the requirement to one supplier; it also considered alternatives operationally and economically unsuitable. The award is valued at £872,500, with a stated gross value of £1,047,000. The contract period runs from 30 November 2026 to 29 November 2031. A signature was scheduled for 9 November 2026. The council identified full compatibility with the existing systems as the basis for the award.

For suppliers considering similar work for the City of Doncaster Council, the key competitive capability is to provide equipment that integrates seamlessly with the council’s existing Nuctech hold-baggage screening system and associated baggage-handling, image-retention and remote-screening technologies. A credible provider would need to demonstrate that replacement equipment can share the existing operating systems, configuration and operating procedures without disrupting screening operations or compliance with Civil Aviation Authority standards. The requirement also shows demand for end-to-end delivery: equipment replacement, power-system provision, removal and disposal, integration with the baggage-handling supplier, and multi-year support for both new and existing systems. Experience managing interoperability, operational resilience and support across connected screening systems would therefore be relevant.

## Notice

This cost covers the full replacement of the damaged HBS, the provision of a new UPS component for the recoverable existing system, removal and disposal of the irreparable machine and its substructure, and integration with the Baggage Handling System (BHS) supplier. It also includes 5 years support for both the new equipment and the existing system, resulting in two fully operational HBS systems.

### Procurement Information

(a) Absence of competition for technical reasons The requirement to ensure full technical compatibility with the existing Hold Baggage Screening (HBS) system, associated Baggage Handling System (BHS), and integrated technologies (including image retention and remote screening systems) restricts the market to a single supplier. The replacement equipment must operate seamlessly with the existing Nuctech HBS, including shared operating systems, configuration, and Concept of Operations (CONOPs). Introduction of an alternative manufacturer would require material system reconfiguration, create interoperability risks, and compromise operational functionality and compliance. Accordingly, only SCANX UK (Nuctech) can meet these technical requirements. (b) No reasonable alternatives While alternative suppliers exist in the wider market, they do not constitute reasonable alternatives in this context. The introduction of non-compatible equipment would result in: * Disproportionate additional cost, including duplication of integrated systems (estimated at PS100k), separate service contracts, and loss of economies of scale * Increased operational and compliance risk, including more complex training requirements, divergent operating procedures, and heightened risk of non-compliance with Civil Aviation Authority (CAA) standards * Technical inefficiencies and integration risks requiring modification to the BHS infrastructure * Reduced operational resilience and increased likelihood of disruption, with potential financial penalties These impacts render alternative solutions operationally and economically unviable.
