## Summary

Aberdeen City Council is seeking an integrated specialist support service for disabled children and young people from birth to 18 with complex or significant care needs that require more than mainstream or community provision. Support may cover health, physical, learning, developmental, sensory, communication and behavioural needs, including autism; individual assessment will determine eligibility and support. The service combines tailored outreach, care at home and whole-family support with residential care for up to four children who cannot remain at home, plus residential overnight and short-break services. Provision will use a hub-and-spoke model based on the provider’s properties in Aberdeen. The provider will work with the Council’s social work service, Orchard Brae School, other schools, health services, community services and partner organisations. This is specialist children’s health and social care provision.

The Council invited tenders through an open procedure. The submission deadline set was 1 December 2026 at 12:00 UTC. The contract is planned for an initial three-year term, with two optional extensions making a maximum five-year term. The estimated maximum expenditure over the full term is £11.475 million; estimated funding for the first year is £2.295 million and for the initial three years £6.885 million. The requirement is presented as one integrated service rather than separate lots. Award is on the Most Economically Advantageous Tender basis, weighted 80% quality and 20% price. Bidders must confirm Care Inspectorate registration and provide at least two relevant experience examples, specifically residential care or building-based respite for children and young people with physical disabilities, complex health needs and/or autism.

This opportunity suits providers able to deliver a coordinated range of specialist children’s services, including home and community outreach, family support, residential care and short breaks. Providers need suitable properties in Aberdeen to anchor the hub-and-spoke model, and the capacity to support children with complex needs safely, including residential provision for up to four children. Strong candidates will demonstrate established working relationships with social work, education, health and community partners, alongside experience of residential or building-based respite care for children and young people with physical disabilities, complex health needs or autism. Care Inspectorate registration is required. The Council will assess financial standing, including credit risk, turnover and financial accounts where applicable; a parent company guarantee may support consideration. Employers’ liability cover of £10 million and public liability cover of £5 million are required or must be obtainable before contract start. Fair Work First and carbon reduction community benefits apply.
