## Summary

NHS Kent and Medway Integrated Care Board is procuring a General Medical Services contract for Church Lane Surgery in New Romney, Kent. The service covers essential primary medical care for the practice’s registered population, delivered from the existing surgery premises. It includes the clinical and day-to-day operational functions needed to provide safe, effective and accessible care: staffing, governance, digital and information-management arrangements, and patient administration. Continuity of care is central to the requirement, with the provider expected to take responsibility for the service without disruption. The work is general-practitioner and primary care service delivery, rather than a supply of goods or a construction project.

The process has reached the intention-to-award stage under the Health Care Services (Provider Selection Regime) Regulations 2023; the notice states the contract has not yet been formally awarded. Invicta Health Community Interest Company was identified as the most suitable provider following assessment. The process was non-competitive, using the Most Suitable Provider route rather than a competitive tender. Quality and the published key criteria accounted for all the stated assessment weighting, with price assigned no weighting. The estimated recurrent baseline is approximately £1,006,315 a year; the stated estimated total is £5,031,575, calculated on an assumed five-year basis for transparency, not as a fixed term, guaranteed income or contract value. The service is intended to commence on 1 December 2026. The contract was signed on 20 October 2026, and providers could make representations by midnight on 2 November 2026.

For a provider seeking comparable primary care work, this award indicates that the ICB prioritised reliable continuity of essential services for an established patient population, rather than price. A credible provider would need to demonstrate eligibility to hold a General Medical Services contract and readiness to take over delivery from the existing premises. The assessment favoured evidence of safe clinical practice and effective governance, an adequate and resilient workforce, and operational and mobilisation arrangements ready from commencement. Digital systems, information governance and patient administration also need to support uninterrupted care. The selected provider was assessed positively on financial sustainability, integration and collaboration with local services, patient access, reducing health inequalities, choice and social value, alongside quality and innovation. These capabilities are relevant to competing for this buyer’s requirement when it next comes to market.
