## Summary

The Centre for Process Innovation (CPI) sought a supplier of industrial and other gases, including the supply and rental of gas cylinders and management of cylinders across its estate. The gases required will vary with CPI’s projects, so the supplier must accommodate changing demand and source specialist or less commonly used gases. The service covers CPI sites, with deliveries accepted only during each site’s stated opening hours. The requirement also includes proactive management of cylinder rentals and costs, alongside routine deliveries, urgent requests and collections. CPI wants the supplier to oversee cylinder use across its sites and support reliable supply as requirements change. This is a goods contract for gas cylinders and gases, with associated supply and cylinder-management services.

CPI invited offers through an open procedure. The tender submission deadline was 16 November 2026 at 12:00 UTC; the stated deadline for the award decision was 1 December 2026. The estimated contract value is £750,000 excluding VAT (£900,000 including VAT). The initial contract period runs from 16 July 2027 to 15 July 2029, with two possible 12-month extensions, allowing the term to run to 15 July 2031. There is one lot. Evaluation is based on price (30%) and quality (70%): cylinder rental control and management (20%), account management (15%), account consolidation (15%), service delivery and supply capability (10%), and implementation and mobilisation (10%). The resulting closed framework is intended to have up to two suppliers, with call-offs by direct award without reopening competition.

This opportunity suits a gas supplier able to provide dependable cylinder supply across multiple sites and respond to routine and urgent delivery needs, collections and project-led changes in gas demand. Suppliers should be able to source specialist and less commonly used gases and explain likely lead times. Strong cylinder tracking and rental-control processes are central: CPI is looking for systems to identify idle, duplicate and ageing cylinders, support prompt returns, and demonstrate savings for customers. Bidders should also offer capable account management, including governance, escalation, day-to-day support, demand forecasting and useful management information. Experience consolidating customer accounts into a master billing structure, while maintaining accurate cylinder records and uninterrupted ordering, delivery, collection, invoicing and reporting, will be relevant. A resourced implementation team and a credible transition plan that protects operational continuity are also important.

## Notice

CPI are looking to appoint a suitably experienced contractor for the supply and rental of gas cylinders, to CPI estate. As well as the supply and rental of the gas cylinders, CPI expect the contractor will proactively manage this contract, to make sure that cylinder rentals and costs are controlled. The Contractor is asked to note that the gas supplied as part of this contract will change depending on any projects that CPI are undertaking. The service will be conducted at the CPI sites outlined in the table below, the Contractor is asked to note the information on opening hours and deliveries can only be accepted during these hours.
