## Summary

Supply Chain Coordination Limited is planning a national procurement of non-invasive ventilation and sleep diagnostic equipment and services. The goods include devices for CPAP, bilevel and high-flow therapy, sleep diagnostics and monitoring, plus associated consumables and accessories. The scope also includes sleep and respiratory managed services, digital solutions and software. The process is at planning and the buyer has not invited tenders. It is conducting early market engagement and says there is no guarantee that this will lead to a formal procurement or contract. The buyer expected to issue an RFI from 21 October to 13 November 2026, receive feedback on the specification, product list and evaluation requirements through 27 November 2026, and hold a supplier day on 23 November 2026. A subsequent notice is anticipated by 29 April 2027. The planned contract period is 18 September 2028 to 17 September 2032. The estimated value is £880 million excluding VAT (£1.056 billion including VAT), based on an eight-year open framework option and forecast usage; the buyer is considering a traditional closed or open framework.

The requirement is suited to suppliers able to provide CPAP, bilevel or high-flow therapy devices, sleep diagnostic and monitoring equipment, and the related consumables and accessories. Providers of sleep and respiratory managed services, digital solutions and software may also be relevant, as may medical equipment repair and maintenance businesses. The buyer has indicated that small and medium-sized businesses are suitable for this procurement. During the preparation stage, interested suppliers are being asked to comment on the specification, product list and evaluation requirements. Suppliers with practical product knowledge and experience delivering relevant equipment or services can use that engagement to inform the buyer’s plans. Participation in the early engagement is unpaid, and suppliers should not treat it as a commitment to a future contract.

There is no guarantee that a formal procurement process will be launched as a result of this early market engagement exercise, nor that any contract(s) will be placed. The contract term is currently set to 4 years, however the team is exploring the options between a traditional closed framework or an open framework. The latter will likely lead to a longer contract term with multiple reopening points.
The contract value provided by the Authority estimated is based on if an Open framework scheme is pursued for a full 8 year term. These values are approximate only and are based on the most recent historical usage information, with a forecasted level of usage
