## Summary

Cell Therapy Catapult Limited is buying cleaning and associated facilities services for its CGTC site in Braintree. The work covers offices, laboratories, washrooms and external areas, supporting site cleanliness, health and safety, and the day-to-day operation of office, laboratory and communal spaces. The service category is cleaning (CPV 90910000). The contract is for the Braintree site; the requirement is site-based and includes both indoor areas and external spaces.

The procurement is complete and Bright Support Services Limited was selected for a direct award. The buyer says the award extends services already provided by the incumbent and that a supplier change could create incompatibility and disproportionate technical difficulties. The award date was 21 October 2026. The contract period runs from 28 October 2026 to 27 October 2027. Its value is £33,600 excluding VAT (£40,320 including VAT). The award is marked pending, and a signature milestone was scheduled for 28 October 2026. The procurement has one lot. The buyer states that the 12-month arrangement is interim while a competitive procurement is completed; the stated basis is continuity of existing services, rather than a competition evaluated against published criteria.

For a future requirement at this site, a credible supplier would need to deliver reliable, ongoing cleaning across offices, laboratory spaces, washrooms and external areas, while maintaining operational cleanliness and meeting health and safety requirements. The buyer’s justification for retaining its existing provider emphasises continuity and avoiding disruption or technical incompatibility, so evidence of dependable mobilisation, site-specific service delivery and the ability to maintain consistent standards across different environments would be commercially relevant. Suppliers should be equipped to support day-to-day working in both office and laboratory settings and coordinate associated facilities services. The buyer has indicated that a competitive procurement is being conducted, making this requirement a useful signal of demand for a capable cleaning provider able to serve a specialist site.

## Notice

The provision of Bright Support Services to provide essential cleaning and associated facilities services for the CGTC Braintree site, including office, laboratory, washroom and external area cleaning services.

### Procurement Information

CGT Catapult considers that the requirements of Schedule 5, Paragraph 7 of the Procurement Act 2023 are met, as the proposed contract represents an extension of services provided by the existing supplier. 7 The public contract concerns the supply of goods, services or works by the existing supplier which are intended as an extension to, or partial replacement of, existing goods, services or works in circumstances where- (a)a change in supplier would result in the contracting authority receiving goods, services or works that are different from, or incompatible with, the existing goods, services or works, and (b)the difference or incompatibility would result in disproportionate technical difficulties in operation or maintenance. Bright Support Services currently provides essential cleaning and associated facilities services for the Braintree site, including office, laboratory, washroom and external area cleaning services. These services are required to maintain operational standards, and health and safety requirements. A 12 month direct award is required to enable the uninterrupted continuation of these services whilst a competitive procurement exercise is completed. Without the continued provision of these services, the site would experience operational disruption, including reduced cleanliness standards, potential health and safety risks, and impacts to the day-to-day operation of office, laboratory and communal areas. The direct award value of PS33,600 (excluding VAT) represents 12 months of service based on the current monthly spend and is intended solely as an interim arrangement whilst a compliant procurement activity is undertaken. A 12 month direct award with the incumbent supplier has been approved, whilst a competitive tender activity is conducted.
