## Summary

LGPS Central Limited, a UK local government pension scheme asset pool, is exploring private-markets risk analytics services to strengthen its existing investment risk oversight. The potential service covers exposure and concentration monitoring, scenario analysis and stress testing, liquidity and cashflow forecasting, and risk modelling; providers may also describe other relevant capabilities and methodologies. The buyer wants to understand which asset classes solutions cover, their reporting outputs and potential for tailored reports, and how they could integrate with or complement existing portfolio-management and data platforms. It is also interested in typical clients and use cases, including practical examples of use by asset managers and institutional investors. The work is intended for the buyer’s private-markets investment oversight in the United Kingdom.

This is an early market engagement at the planning stage, not a tender or supplier-selection exercise. LGPS Central intends to use responses to understand available solutions and delivery approaches, then refine its requirements before deciding whether to proceed to a formal procurement. The buyer planned to receive initial questionnaire responses by 6 November 2026; it may invite selected respondents to further discussions or demonstrations, but participation gives no advantage in a later procurement and non-participation will not disadvantage suppliers. The planned contract period is 1 October 2027 to 30 September 2029, with a possible extension to 30 September 2032. The procurement is shown as one lot. No procedure, evaluation criteria or contract value is set out at this planning stage.

This engagement is most relevant to providers of private-markets risk analytics, investment-risk modelling and pension or institutional-investment technology and services. Suppliers are well placed to contribute if they can demonstrate capabilities in monitoring exposures and concentrations, scenario analysis, stress testing, liquidity and cashflow forecasting, or broader risk modelling. The buyer is seeking practical evidence of which asset classes a solution supports, how asset managers and institutional investors use it, and the kinds of risk reports it can produce, including tailored reporting. Providers with experience connecting analytics to portfolio-management and data platforms can explain how their products would fit alongside existing systems. This is a chance to inform the buyer’s understanding of market capabilities and shape its requirements; it is not a bid for a contract or a route to preferred status in any later competition.

## Notice

LGPS Central Limited is one of the UK's Local Government Pension Scheme asset pools. Founded in 2017, LGPS Central brings local authority pension funds together to invest collectively, combining scale, expertise and strong governance to help deliver long-term value for scheme members, employers and stakeholders. This market engagement exercise is intended to explore the range of private markets risk analytics solutions available, assess how these services could meaningfully and practically enhance LGPSC's existing risk oversight framework, and help refine our requirements should we subsequently proceed to a formal procurement. We are inviting providers to describe their capabilities across private markets risk analytics. Areas of particular interest include but are not limited to exposure and concentration monitoring, scenario analysis and stress testing, liquidity and cashflow forecasting, and risk modelling. We also welcome information on other capabilities, methodologies or approaches that providers consider relevant to effective private markets risk oversight. Through this engagement, we would like to understand: * The asset classes currently covered, together with any planned enhancements or future developments. * Typical client profiles and use cases, including practical examples of how asset managers and institutional investors use the solution to support private markets risk oversight. * The nature of the outputs available, including reporting capabilities and the scope for developing tailored reports. * How the solution could integrate with and complement existing portfolio management and data platforms. * Any additional capabilities or approaches that providers believe could enhance private markets risk oversight. This is a fact-finding exercise intended to help the Authority better understand the market, available solutions and delivery approaches, and to inform and refine its requirements. This exercise does not form part of any supplier selection, evaluation or procurement process

### Planning Information

The process for this early market engagement exercise is as follows:
1. Interested suppliers register at https://in-tendhost.co.uk/lgpscentral/ and download the early market engagement documentation associated with this requirement.
2. Download, complete and submit this Early Market Engagement Questionnaire through In-Tend, by the deadline of 6th Novemeber 2026 – 12:00:00 (Noon). Please note this is the date for submission of initial questionnaires. Further discussions may be required after this date as detailed in the early market engagement questionnaire.
3. The Authority will review questionnaire submissions and may invite one or more suppliers to participate in follow-up market engagement activities, including solution demonstrations and discussions regarding the draft business requirements. Any such discussions will be undertaken solely to help the Authority better understand the range of solutions available within the market and to refine its requirements. Depending on the volume and nature of responses received, the Authority reserves the right to limit the number of suppliers invited to participate in further engagement activities.
4. Following conclusion of this engagement phase, the Authority will review and refine its business requirements.
Please note: This early market engagement exercise is being conducted solely for information gathering and market research purposes and does not form part of any supplier selection or procurement process. Participation in this exercise, submission of a questionnaire response, or invitation to participate in any follow-up engagement activity will not confer any advantage in a future procurement process. Equally, suppliers that choose not to participate, do not submit a response, or are not invited to any follow-up engagement activities will not be disadvantaged should the Authority subsequently undertake a procurement. The Authority will conduct this engagement in a fair and transparent manner and will ensure that no supplier gains an unfair advantage in any subsequent procurement conducted under the Procurement Act 2023.
