## Summary

The City of Doncaster Council plans to procure CCTV, security equipment and associated services through an open framework agreement. The scope includes CCTV and alarm systems intended to deter intruders, prevent crime and support health and safety management, as well as equipment and services to help identify and prosecute people involved in crime and disorder. The council also aims to improve value and efficiency, reduce service costs, enable potential expansion of its systems and services, and future-proof upgrades to improve return on investment. The work is for delivery in Doncaster. The procurement covers both security and surveillance services and related goods.

This is at the planning stage: the council has set out its intention to procure, but has not yet invited tenders. It expects to use an open procedure for an open framework agreement. The buyer’s expected date for publishing the next notice is 1 December 2026; this is an indicative planning date, not a bid deadline. The planned contract period runs from 8 February 2027 to 7 February 2029. The estimated value is £10 million excluding VAT (£12 million including VAT). The procurement is arranged as one lot. Small and medium-sized enterprises and voluntary, community and social enterprises are identified as suitable participants. No award criteria are stated at this planning stage.

The framework is likely to suit organisations with experience delivering CCTV and alarm systems, security equipment and related services, particularly suppliers able to combine installation or supply with ongoing service provision. Relevant capabilities include systems that deter intruders, support crime prevention and health and safety, and help identify individuals involved in criminal activity. The council is also looking for solutions that improve efficiency and value, reduce service costs, support potential system expansion and allow future upgrades to extend the return on investment. Suppliers able to plan for upgrades and deliver reliable, scalable systems may be well placed to prepare. The council marks the procurement as suitable for SMEs and voluntary, community and social enterprises; it does not set out specific accreditation requirements or minimum experience thresholds.
