## Summary

Defence Equipment and Support bought software support and maintenance for the Defence Explosives Licensing System (DELS), a web-based platform used by the Inspector of Explosives to help explosives safety duty holders produce compliant explosives licences. The work covers platform changes, including regulatory updates, improvements and bug fixes, and supports both current explosives regulations and the implementation of NATO quantity-distance tables. DELS is safety-critical and provides safety advice and guidance. Additional work is needed to update the system for new debris and fragment quantity-distance regulations. The service is for the UK defence context; the recorded delivery location is the United Kingdom.

The procurement is complete and was awarded to Decision Analysis Services Limited. Defence Equipment and Support used a direct award below the relevant threshold, without competition, under the defence and security regime. The award was signed on 25 September 2026. The contract runs from 1 October 2026 to 30 September 2028, with an option year subject to organisational needs and a maximum extent date of 30 September 2029. Its value is £110,000 excluding VAT (£132,000 including VAT). The requirement was structured as one lot. The work supports regulatory implementation mandated by 1 January 2028, including changes to DELS for the adopted debris and fragment quantity-distance regulations.

For suppliers considering comparable future DELS support, credibility depends on proven technical competence maintaining a safety-critical, web-based system used to produce explosives licences under Ministry of Defence regulations. Relevant experience includes implementing regulatory changes, handling user-tasked platform modifications to contract timeframes, improving software and resolving defects. Familiarity with DSA OME.03/JSP 482 and NATO AASTP-1 quantity-distance tables is particularly valuable, as the system must support both current rules and new debris and fragment requirements. The successful supplier was already the system’s chief architect and was described as fully cognisant of the system and the new requirements, indicating a strong incumbent knowledge advantage. Suppliers would need capacity to deliver ongoing support and regulatory updates, rather than a one-off software change.

## Notice

Purpose Software support is required to continue to be provided and be maintained for the Defence Explosives Licensing System (DELS) computer package for both the current DSA03/OME Regulations and NATO AASTP-1 QD Tables to be implemented. Following the issue of DOSR Regulatory Notice1 there is a requirement to undertake additional increased taskings to update and create DELS to conform to the adopted new Debris & Fragment Quantity Distance regulations for formal implementation, mandated by 1 January 2028. The capability will solely support safety advice and guidance. DELS is a web-based platform which conforms to the regulatory requirements of DSA OME.03 JSP 482 MoD Explosives Regulations and enables the Inspector of Explosives (IE) to support explosives safety Duty Holders (DH) in the production of explosives licences, to a standardised and compliant format. This is particularly crucial in view of the Adoption of NATO AASTP-1 NATO Debris & Fragment distances referred to above of which the current Contractor is fully cognisant of and acquainted with and, is the chief architect of the DELS software. The DELS tool is a safety critical enabler underpinning the requirements of DHs to comply with DSA OME.03 JSP 482 MOD Explosives Regulations and requires suitable technical experience and competence to maintain. As such, the DELS system must be supported in order to continue to provide both the current and future capability. Services Support is required for the user to task platform changes according to the process specified in the contract, including (but not limited to) Regulatory directions, improvements or bug fixes. For regulatory changes and improvements, these are to be actioned iaw the timeframes described within the tasking process. This requirement will initially run for a period of 2 years.
