## Summary

Tower Hamlets intends to replace its existing Mechanical Measured Term Contract to support the council’s facilities management and technical services. The work covers reactive mechanical repairs, planned preventative maintenance, statutory inspections, testing and servicing, associated remedial works, and mechanical renewals and improvements. Services are intended across the council’s operational estate in the London Borough of Tower Hamlets, including corporate and public buildings, schools and other education establishments, leisure facilities, parks assets and other properties it manages or maintains. This is a broad building-services maintenance and mechanical works requirement, including systems such as heating, cooling, pumps and plumbing. The contract is planned as a single package rather than separate lots, with the whole requirement delivered across the council’s estate.

The process is at the planning stage: Tower Hamlets is seeking market feedback before finalising the specification, procurement strategy and commercial arrangements. This is not an invitation to tender, and participation in the engagement does not commit suppliers to bid or confer an advantage in any later competition. The council expects the future contract to run from 22 February 2027 to 22 February 2029, with a possible extension to 22 February 2031. Its estimated value is £12 million excluding VAT (£14.4 million including VAT). The council plans to hold optional online market-engagement sessions on 3 and 4 November 2026, with individual 45-minute meetings, to discuss scope, delivery model, pricing and procurement approach. Suppliers were asked to register by 29 October 2026 and provide their latest annual turnover figures.

The requirement is likely to suit mechanical building-services contractors able to cover a varied public-sector estate and combine responsive repair work with planned maintenance, inspections, testing, servicing and improvement projects. Firms with experience maintaining mechanical installations in corporate premises, schools, public buildings, leisure facilities and parks assets are relevant, as are providers able to handle associated remedial works and renewals. The council has indicated that small and medium-sized businesses are suitable for the contract. The market engagement is intended to help shape the final specification and commercial arrangements, so suppliers with practical insight into delivery models, pricing and maintenance requirements can contribute during preparation. The council specifically asks interested providers to share their latest annual turnover figures for the engagement.

## Notice

The London Borough of Tower Hamlets (the "Council") is issuing this Preliminary Market Engagement (PME) Notice in advance of a future procurement exercise for the HAR6208 Mechanical Measured Term Contract. The contract will replace the existing Mechanical Measured Term Contract and support the Council's Facilities Management and Technical Services functions. The contract will provide reactive mechanical repairs, planned preventative maintenance, statutory inspections, testing, servicing, associated remedial works and mechanical renewals and improvements. Services will be delivered across the Council's operational estate, including corporate buildings, education establishments, public buildings, leisure facilities, parks assets and other properties managed or maintained by the Council. The purpose of this PME is to: * Provide advance notice of the Council's proposed approach to procuring a replacement Mechanical Measured Term Contract. * Outline the indicative scope, contract model, value and timetable. * Invite interested Service Providers to participate in online Preliminary Market Engagement sessions. * Obtain feedback from Service Providers to inform the final specification, procurement strategy and commercial arrangements prior to commencement of the formal procurement process under the Procurement Act 2023. This notice is not a call for competition. Participation in the PME will not confer any advantage or disadvantage in any subsequent procurement process.
