## Summary

The London Borough of Newham is commissioning independent fostering agency services regulated by Ofsted, for children looked after, care leavers and young people who are homeless or at risk of homelessness. This is a re-opening of the fourth lot of its pseudo-dynamic purchasing system, covering independent fostering agencies. The wider system also covers semi-independent living, Ofsted-regulated children’s homes and supported lodgings, but this round concerns the independent fostering agency service. The procurement is run by Newham for its own benefit and that of partner organisations. Other eligible public bodies may also use the system, subject to the agreement’s terms. The work is in London.

Newham invited bids for admission to the purchasing system through a one-stage, open procedure, with applications submitted electronically in English. This is the tender stage: the buyer has invited offers. Bids were due by 26 February 2027 at 12:00 UTC; the stated award period began at 13:00 UTC that day. The contract period is 1,440 days. Suppliers may apply for one or more lots, and unsuccessful suppliers may reapply in a later round. Admission depends on meeting the tender requirements and submitting a compliant application. Variants are not allowed. The procurement follows the light-touch regime for social and other specific services. The notice gives no financial values or evaluation criteria.

This opportunity suits independent fostering agencies with Ofsted-regulated services and relevant experience supporting children looked after, care leavers, and young people facing homelessness or the risk of homelessness. Providers need to be able to make a compliant application through Newham’s procurement portal and satisfy the requirements set out in the tender documents. The purchasing system is intended to add suppliers that meet those requirements, with further application rounds during its lifetime; suppliers unsuccessful in one round can try again in a later round. The system can also be used by qualifying public bodies beyond Newham, subject to the agreement’s terms, potentially extending the range of public-sector purchasers. Bidders can apply for one or more service lots, although this round is specifically for independent fostering agencies.
