## Summary

Kent County Council, through Procurement Services, is seeking suppliers to provide financial leasing and other funding solutions through a framework for public bodies, including NHS organisations. Funding can support the acquisition, refinancing, deployment and lifecycle management of a wide range of assets and services. These include medical, diagnostic and laboratory equipment; decontamination and sterilisation equipment; estates, buildings, plant and catering equipment; vehicles; renewable energy and energy-efficiency systems; and ICT, digital, cloud, software, cyber security and AI solutions. The framework also covers alternative structures such as asset-backed finance, managed-service funding, subscriptions and pay-per-use. Customers will place individual call-off contracts for their requirements. The opportunity is divided between general asset funding, ICT and digital funding, and alternative or optimised funding solutions. Delivery is for public-sector customers; no specific delivery location is stated.

The buyer invited offers through an open procedure for a framework agreement. The process reached tender, with bids due by 20 November 2026 at 17:00 and enquiries due by 4 November 2026 at 17:00. The planned contract period is 26 January 2027 to 25 January 2031. The estimated total value is £400 million excluding VAT (£480 million including VAT); the five lots are individually valued at £50 million excluding VAT each for Lots 1–4 and £200 million for Lot 5. Lots 1 and 3 cover capped funding for general assets and ICT respectively; Lots 2 and 4 cover uncapped funding in those areas; Lot 5 covers alternative and optimised funding. Each lot is evaluated on price (30%), quality (60%) and social value (10%). Electronic bids are permitted. Lot 5 carries a 0.5% fee on the award value for successful suppliers.

The framework suits financial lessors and other funding providers able to serve public bodies, including NHS organisations, across a broad range of asset classes. Suppliers may compete for conventional leasing of medical and diagnostic equipment, vehicles, estates assets, green technology or ICT, while those with specialist capability in cloud, software, cybersecurity, AI and digital infrastructure may fit the ICT lots. The capped and uncapped routes accommodate different financing requirements, including complex or bespoke projects and clinical infrastructure investment. Suppliers for the alternative funding lot should be able to identify, structure and deliver options such as asset-backed finance, managed-service funding, deferred payments, subscriptions, pay-per-use and refinancing. The framework is stated to be suitable for SMEs and voluntary, community and social enterprises. Customers may award call-offs directly, through a rapid request for quotation or by further competition.
