## Summary

Northern Trains Ltd is seeking outline designs and feasibility work for a facility at Neville Hill to maintain its Class 195 train fleet. The work will assess how the maintenance requirements can be accommodated, including the site layout and operational constraints, engineering infrastructure standards, electrified roads, train movement control, walkways, lighting and supporting works. The supplier must carry out feasibility assessments and appraise options for each element, enabling Northern’s stakeholders to select a preferred option to take forward to design. The procurement is for design and feasibility services, rather than construction of the facility. The work concerns Neville Hill in Leeds, in the north of England.

Northern Trains invited offers through an open procedure. The tender submission and enquiry deadline set by the buyer was 23 November 2026 at 16:00 UTC. The estimated decision date was 1 March 2027. The contract period runs from 18 March 2027 to 18 January 2028. The estimated contract value is £2.1 million excluding VAT (£2.52 million including VAT). There is one lot, and the opportunity is identified as suitable for small and medium-sized businesses. Evaluation is weighted 60% on quality, 30% on price and 10% on social value. The intended arrangement is for new services under a JCT Consultancy Agreement.

This opportunity is suited to consultancy and engineering design businesses able to assess rail maintenance facilities and develop outline design options. Suppliers will need to consider how maintenance operations fit the site’s layout and constraints, and address railway engineering infrastructure, electrified roads and movement control. Capability in planning supporting facilities such as walkways and lighting is also relevant. The work calls for both feasibility assessment and options appraisal across the facility’s elements, with findings clear enough to support the client’s choice of a single option for further design. The buyer’s scoring places the greatest emphasis on quality, while also assessing price and social value, so bidders should be prepared to demonstrate the strength of their proposed technical approach and the social value they can deliver.
