## Summary

Wakefield Council intends to establish a flexible framework for home care services across six localities: Brigantes; Five Towns and Wakefield North; Trinity Health Group; West Wakefield; Pontefract and Knottingley; and WHA South. The services are for delivery within these Wakefield areas. Suppliers may be relevant if they provide home care and can serve one or more of these localities. The planned framework is divided into separate locality lots, allowing providers to focus on the areas they can cover. This is a council procurement for health and social care services, rather than a purchase of goods or construction work.

The procurement is at the planning stage: Wakefield Council has announced its intention to procure, but has not yet invited tenders. It expects to use an open procedure to establish a framework agreement. A further notice is expected on 26 October 2026. The buyer’s published timetable anticipates the procurement stage ending on 25 November 2026 and an award decision by 26 February 2027; these are planning dates, not an invitation’s response deadline. The framework is expected to start on 1 April 2027 and run to 31 March 2030, with the council able to terminate or extend it by up to three further years, to 31 March 2033. Each of the six lots has the same scoring: quality 90% and social value 10%.

The framework is explicitly considered suitable for small and medium-sized businesses, so local and specialist home care providers may be well placed to prepare, including those able to deliver in particular Wakefield localities rather than across the whole district. The council’s stated evaluation puts most weight on service quality, with social value also assessed, so providers should be ready to demonstrate both the quality of their care and the social value they can offer. The planned arrangement is a flexible framework covering multiple areas, which may suit providers able to support ongoing home care delivery in their chosen locality. The procurement information supplied does not set out specific care standards, workforce qualifications, accreditations or capacity thresholds; suppliers should review the later tender requirements when published.
