## Summary

West Berkshire Council is planning a multi-provider framework for residential services for older people. It is intended to enable placements in residential care and nursing homes, including specialist provision for people with dementia and other age-related or complex care needs. The proposed scope also includes innovative models of residential care and support. The council is seeking input from residential and nursing care providers to shape the framework’s structure, service specification and procurement approach. Delivery will be through care settings serving eligible people in West Berkshire. The framework is being developed as an open framework, with more than one provider expected to take part. The work is health and social care, including residential nursing and accommodation-based welfare services for older people.

This is at the planning stage: the council has announced its intention to procure and is conducting pre-market engagement, not inviting tenders. It expects to use a multi-provider open framework. The proposed contract period runs from 1 April 2027 to 31 March 2035. The council’s stated estimated value is £0. It expects to publish a further notice by 9 November 2026. An online engagement event via Microsoft Teams is planned for 3 November 2026, 2:30–4:00 pm; providers are asked to confirm attendance by 2 November. The council wants feedback on framework design, capacity and demand, workforce challenges, pricing and fee reviews, specialist dementia provision, quality assurance, market sustainability, innovation and social value. The scope and final approach will be informed by that engagement.

The planned framework is relevant to residential and nursing care providers able to deliver placements for older people, including people living with dementia and those with complex or age-related care needs. Providers offering specialist dementia care, varied residential and nursing provision, or innovative models of care and support are well placed to contribute to the emerging design. The council is actively seeking provider perspectives on available capacity and future demand, workforce pressures, pricing and fee-review arrangements, quality assurance, sustainability, innovation and social value. This engagement gives care organisations an opportunity to help shape the service specification and framework structure before the procurement is developed. Small and medium-sized businesses and voluntary, community and social enterprises are identified as suitable participants. The process is for preparation and feedback; it is not yet an invitation to bid.
