## Summary

West Berkshire Council is planning a multi-provider open framework for domiciliary care for adults in their own homes across West Berkshire. The services are intended to cover long-term home care, short-term and urgent care, Discharge to Assess, reablement, respite care, live-in care, waking and sleeping night care, and long sits. The scope also includes personal care, help with daily living, specialist care and support that promotes independence in the community. This is adult social care delivered in people’s homes, rather than residential care. The council is consulting providers on the proposed framework structure and delivery model, and on whether the market can sustain the services and geographical coverage envisaged.

The process is at planning: the council has set out its intention to procure, but has not invited tenders. It expects to use a multi-provider open framework. The planned contract period is 1 April 2027 to 31 March 2035. The stated estimated value is £0. The council plans an online pre-market engagement event on Microsoft Teams on 6 November 2026, from 11:00 to 12:30; providers are asked to confirm attendance by 5 November 2026. The council expects to publish a future notice on 9 November 2026. It is seeking feedback to shape the final procurement approach, including framework design, market capacity, workforce issues, geographical coverage, quality and performance expectations, pricing and sustainability, Fair Cost of Care, and innovation and technology. The single planned lot is marked as suitable for SMEs and voluntary, community and social enterprises.

This planning-stage engagement is relevant to providers of adult home care across West Berkshire, including organisations able to deliver a mix of ongoing, urgent and short-term support. Providers with experience in personal care, daily living support, specialist care, reablement, respite, live-in care, night support or long sits may have useful evidence to contribute. The council is specifically seeking provider views on workforce challenges, capacity and geographical reach, alongside quality and performance expectations and the sustainability of pricing, including Fair Cost of Care considerations. Suppliers with insight into service innovation and technology can also help shape the proposed model. The council indicates that the planned framework should be suitable for SMEs and voluntary, community and social enterprises. Its multi-provider, open-framework approach is intended to cover a range of services; providers can use the engagement to explain their delivery capabilities and the conditions needed for a sustainable service. There are no stated accreditation or qualification requirements at this planning stage.
