## Summary

The Local Government Association is commissioning one supplier to develop two practical toolkits for local authorities: one on preventing homelessness and one on managing temporary accommodation. They will support housing officers and elected officials working on homelessness and rough sleeping, with good practice, guidance and practical advice on developing service models under resource constraints. The work responds to the national strategy to prevent homelessness and make episodes brief and non-recurring. The toolkits must align with related guidance being developed on the Single Homelessness Pathway and outreach, meet local government accessibility requirements, and support social and economic value, growth and value for money. The intended delivery setting is local authority homelessness services; the procurement identifies no specific delivery location.

The LGA invited offers through an open competition below the relevant threshold. The procurement reached the tender stage, with electronic submission permitted. Questions were due by 2 November 2026 at 17:00 UTC and offers by 9 November 2026 at 17:00 UTC. The contract period is 24 November 2026 to 30 April 2027, with publication of the toolkits expected in spring 2027. The stated gross contract value is £64,800. There is one lot, covering both toolkits, and it is identified as suitable for small and medium-sized enterprises. Evaluation gives 40% to relevant skills and experience, 35% to delivery methodology and flexible working with the client, 15% to delivery within the timescale, 10% to equality, diversity and inclusion, and 10% to cost.

This opportunity suits a research or consultancy supplier able to turn evidence and policy into accessible, practical guidance for local government. Relevant housing and homelessness expertise is particularly important, as is experience producing research-based deliverables and references in these subject areas. Suppliers should be able to demonstrate a credible method for engaging with the Department for Levelling Up, Housing and Communities (MHCLG) and the local authority and housing sector, and to work flexibly with the client. A person-centred approach is required, alongside the capacity to complete the work within the defined project schedule. The evaluation also considers equality, diversity and inclusion. The single-supplier scope requires delivery of both toolkits, covering homelessness prevention and temporary accommodation management, rather than a bid for only one topic. The work is described as SME-suitable.»} Lucky? Wait MHCLG expansion incorrect: acronym refers Ministry Housing Communities and Local Government, but no name stated except MHCLG. Should avoid expansion; data says MHCLG. Better correct phrase to MHCLG. Also continuous prose. Word counts each: notice_info ~106. Details ~99? Must 100-150; currently 98 maybe. Business ~109. No infer specific note missing location?

## Notice

The LGA have received a grant to commission the development of two toolkits delivered by one supplier focussed on homelessness prevention and temporary accommodation management following the publication of the MHCLG National Plan to End Homelessness Strategy. This strategy outlines the cross departmental approach with a significant role for local authorities to play in the delivery of homelessness services and working to end homelessness. This means that, where homelessness does occur, these experiences should be rare - because homelessness is prevented wherever possible, brief - in that people should have access to support quickly, and non-recurring. The purpose of these toolkits is for Local Authority usage as practical support for relevant officers and politicians to inform their work on homelessness and rough sleeping. They should highlight on key areas within the two topics including best practice, good guidance, and practical advice for supporting the development of different models of work under current constraints. There are other relevant toolkits currently being procured by MHCLG which these will need to read across also such as on the Single Homelessness Pathway and Outreach. The timelines for this procurement are that we expect to see the toolkits published in Spring 2027 and to be in line with the Local Governments accessibility requirements, as well as the national procurement policy statement priorities of; * Delivering economic and social value * Driving economic growth * Building commercial capability to deliver value for money and stronger outcomes Toolkits will be designed as practical guides with solutions and support orientated towards local authority housing officers and elected officials to support them in delivering on their strategic aims, whilst acknowledging the circumstances and constraints they work within. Toolkits are intended to be useful resources that focus on priority areas where innovation, within limited resources, is needed to help manage pressures and support the prevention and ending of homelessness.
