## Summary

Daventry Town Council is preparing a future environmental services procurement covering council-maintained sites in Daventry. The expected work combines grounds and landscape maintenance, including grass cutting across 247 acres, hedges, planting, floral displays and weed control; tree inspections and works; maintenance of ponds, streams, ditches and sustainable drainage systems; and cemetery grounds and burial operations. It also covers cleansing open spaces and specified town-centre areas, including litter and fly-tip removal, public toilet cleaning and opening, litter and dog-waste bins, support for Daventry markets, and inspection and minor maintenance of play equipment. The supplier or suppliers will also be responsible for disposing of waste generated by the services. The Council is considering whether to procure this as one contract, separate packages or individual lots.

This process is at preliminary market engagement and planning stage, not an invitation to tender. The Council is seeking supplier views through a questionnaire on how the services might be packaged, possible contract structures and other considerations, to shape the scope, commercial model and procurement strategy. Responses to the questionnaire are expected by 20 November 2026; this is an engagement response date, not a tender deadline. The Council is considering a five-year contract from 1 May 2028 to 30 April 2033, with possible extension to 30 April 2036. The stated estimated value is £9,317,760 including VAT. No procurement procedure, bid evaluation criteria or participation requirements have yet been set out.

The engagement is relevant to suppliers able to deliver one or more of the service areas, since the Council is considering a single contract, separate packages or individual lots. Potentially well-placed businesses include grounds and landscape contractors, arboriculture providers, watercourse maintenance firms, cemetery and burial operators, environmental cleansing and waste-removal companies, public toilet service providers, market support contractors, and play-equipment inspection and maintenance specialists. The breadth of services may also suit a lead contractor able to coordinate several operational disciplines and manage waste disposal, as well as specialist suppliers interested in a defined package. The Council is seeking market insight on supplier capability, capacity and interest, and on workable service packaging and commercial structures. Tree inspection work is expected to involve an ArbCert tree inspector. No other accreditation or qualification requirements are stated at this planning stage.

## Notice

Daventry Town Council is preparing for the procurement of its future Environmental Services arrangements, with the current contract due to expire in May 2028. The Council is undertaking preliminary market engagement to inform its approach to the future procurement and to understand the capability, capacity and interest of potential suppliers. As part of this exercise, the Council is inviting interested suppliers to participate in a market engagement questionnaire. The scope of services is expected to include, but may not be limited to: * LANDSCAPE MAINTENANCE to Council maintained open spaces, highway verges, residential areas and other sites to include: 247 acres of grass cutting, hedge and shrub maintenance, planting, floral displays, weed control, hard-surface maintenance, seasonal operations; * TREES / ARBORICULTURE - Routine tree inspections undertaken by an ArbCert tree inspector, arboricultural advice, planned/reactive tree works, emergency response and associated tree management; * PONDS, STREAMS, DITCHES & SUDS - Vegetation management, debris/obstruction clearance, maintaining water flow, inspections and reporting defects; * CEMETERIES / CHURCHYARDS & BURIAL OPERATIONS - Grounds maintenance, grave digging/preparation, cremated-remains interments, backfilling and grave reinstatement, associated cemetery operations; * ADDITIONAL LANDSCAPE ACTIVITIES - Hanging baskets, memorial gardens, floral/seasonal activities and other operational enhancements; * CLEANSING OF OPEN SPACES AND SPECIFIED TOWN-CENTRE AREAS, to include litter picking, sweeping, litter and dog-waste bins, fly-tip removal, fly-posting, graffiti/defacement, abandoned trolleys, leaf/blossom/fruit clearance, event cleansing, weed control and clearance; * PUBLIC TOILET FACILITIES (Welton Road and Market Trader) - Opening/closing, cleaning, restocking consumables, reporting defects/blockages; * LITTER & DOG WASTE BINS - Cleaning bins, responding to overflowing bins, replacement and installation of new/additional litter and dog-waste bins; * DAVENTRY MARKETS - Market-area checks, road closure/reopening, cleansing before/after market, operational support, reporting issues; * PLAY EQUIPMENT - Routine safety inspections, cleansing, minor maintenance and repairs, reporting defects, urgent response to safety issues, maintenance of surfacing, gates, fencing and associated features. The appointed supplier/s will be required to dispose of all waste generated through provision of the services. The Council is considering how these services may best be structured and delivered, including whether they should be procured as a single contract, separate packages, or individual Lots. Feedback from the market will help inform the scope, commercial model and structure of the future procurement, and the development of the Council's procurement strategy.

### Planning Information
