## Summary

Dŵr Cymru Cyfyngedig is buying wastewater sludge cake haulage services across North and South Wales. The work is split between intercompany movements—collecting and transporting sludge cake between the utility’s operational sites, treatment facilities and storage locations—and cake-to-land haulage, delivering material to approved agricultural land, storage facilities and other authorised destinations. Services include planned and ad hoc collections, suitable vehicles, use of buyer-provided skips and specialist trailers for intercompany movements, and related tipping and stockpile management for cake-to-land work. Operational, maintenance, environmental, safety and regulatory requirements apply. Suppliers can bid for one or more of four lots: intercompany haulage in each region, and cake-to-land haulage in each region. Dŵr Cymru intends to appoint primary suppliers and may also appoint reserves.

The buyer invited offers using a competitive flexible procedure. Suppliers submit their participation response and tender together; qualifying bids are evaluated separately for each lot, with possible clarification, negotiation or revised final offers before award. The buyer may also award on initial tenders. Enquiries were due by 30 October 2026 at 23:59 UTC and tenders by 18 November 2026 at 23:59 UTC. The planned contract starts on 1 April 2027 and runs initially to 31 March 2031, with up to four one-year extensions. The stated total estimated value is £6 million; individual lot estimates are £1 million for each North Wales lot and £2 million for each South Wales lot. Evaluation is 40% technical quality and 60% commercial. Intercompany commercial scoring uses haulage rates (55%) and fuel adjustment (5%); cake-to-land uses haulage rates (50%), ad hoc rates (5%) and fuel adjustment (5%).

This opportunity suits established haulage operators able to manage planned and responsive collections and transport of wastewater sludge cake across North or South Wales. Bidders need suitable vehicles and the operational capacity to move material reliably between utility sites, treatment facilities and storage locations; cake-to-land suppliers also need to deliver to approved agricultural land and manage tipping, stockpiles and other associated activities. Safe operations, maintenance capability and compliance with relevant environmental and regulatory requirements are central to delivery. Technical scoring considers service delivery, performance, mobilisation and sustainability, with cake-to-land bids also assessed on their approach to that work. The buyer expects suitably qualified and experienced suppliers. TUPE is expected to apply, and relevant workforce information is to be shared with suppliers subject to signing a non-disclosure agreement.
