## Summary

The Royal Borough of Greenwich sought a strategic change partner to develop its Digital Health and Care Technology programme, integrating digital technology and data into health and care services for residents. The work covers designing and improving care pathways, supporting residents to manage health conditions and everyday activities, feel safer at home and live more independently. It also includes engaging residents, staff and delivery partners, co-designing services, researching national practice, and developing training and resources. The partner is expected to work jointly with Greenwich on programme strategy, delivery and benefits measurement, including information governance and data access. The work is for Greenwich residents and health and care services in the Royal Borough of Greenwich, London. The service category is business and management consultancy (CPV 79410000).

The procurement is complete and the contract was awarded to Rethink Partners Limited. The award was made on 2 February 2026, when the contract was signed. The contract value is £515,000. The notice gives no contract end date or duration. Greenwich selected the supplier through a further competition under the ESPO Technology Enabled Care Products and Services framework, Lot 1.2; the procedure is recorded as limited, without a prior call for competition. Two bids were received. Price was the stated award criterion. The procurement was divided into one lot, covering the strategic change partner service. The authority holds an option to extend the contract by up to 24 months, in 12-month increments.

This award shows demand from Greenwich for a strategic partner able to deliver change across digital health and care, not simply supply technology. A credible competitor would bring a multidisciplinary team with proven health and care expertise, including delivery of large technology-enabled change programmes. It would need to turn complex service activity and contextual data into accountable benefits measures, and produce a practical delivery and phasing plan. The requirement also favours suppliers able to build skills within Greenwich’s partners and support a sustainable handover, while sharing responsibility for pathways and programme initiatives. Strong engagement, co-production and co-design capabilities are important, alongside experience developing training, managing stakeholder relationships, information governance and data access, and tracking delivery impact. The route used was a further competition through an existing specialist framework.
