## Summary

The Scottish Procurement Alliance, through LHC Procurement Group, is developing ASC2, a successor to its existing asset safety and compliance framework for public sector organisations. The potential service scope covers asbestos consultancy, surveys and removal; property protection and security; water hygiene testing and treatment; heating, ventilation and air-conditioning compliance; electrical inspection, testing and remedial work; and building safety and other statutory compliance disciplines. The framework is intended to provide a broad asset safety and compliance service. Its scope is still being shaped through market engagement and may change or expand. Delivery is expected in Scotland. Suppliers may also be relevant if they provide digital compliance management, data or reporting solutions connected with these services.

This is at the planning stage: the buyer has set out an intention to procure and is undertaking preliminary market engagement, not inviting tenders. The engagement will help shape the future scope, framework structure and delivery model, including potential workstreams or lots, regional or national delivery, commercial approaches, emerging legislation, digital solutions, and social value and sustainability priorities. The buyer expects to publish a further notice on 31 March 2027; this is an indicative planning date, not a bid deadline. The procedure, contract duration and estimated value have not yet been settled in the information available. The proposed scope is indicative and may be amended or expanded after engagement and further procurement planning. No award criteria or supplier eligibility requirements have yet been set out.

The planned framework could suit specialist suppliers across several asset-safety and statutory-compliance disciplines, including asbestos surveying, consultancy and removal; security and property protection; water hygiene and treatment; HVAC compliance; electrical testing and remedial works; and building safety consultancy. Firms with complementary services may also find the intended broad framework relevant, as the buyer is exploring how services could be grouped into workstreams and delivered regionally or nationally. Providers of digital compliance management, data and reporting tools may have a role alongside service contractors. The engagement is intended to test market capability and inform the eventual service scope, delivery arrangements and commercial approach. Suppliers can use this planning stage to consider whether their technical expertise and delivery capacity align with a framework serving public sector organisations, and to help shape requirements before the procurement is developed.
