## Summary

Arts Council England is seeking a project partner to manage a young people-led commissioning project for the 25th anniversary of Artsmark in 2026/27. The partner will identify and work with a group of young commissioners, support them to commission an artist to create artwork and resources for Artsmark schools, and lead the design of a new Artsmark Award certificate. The work supports Artsmark’s aim of celebrating its schools and pupils and places young people’s voices at the centre. Artsmark is a national award and development programme for arts and culture in education, accredited by Arts Council England and available to a range of schools and education settings across England. The project is for delivery in England.

Arts Council England invited offers through an open competition below the applicable threshold. The procurement reached tender stage. Clarification questions were due by 6 November 2026 at 10:00 UTC, and bids by 16 November 2026 at 10:00 UTC; both were to be sent by email. The contract was planned to run from 30 November 2026 to 30 November 2027, with an option to extend by up to two months. The estimated value is £15,000 excluding VAT (£18,000 including VAT). There is one lot. Evaluation weights are 30% for proposal quality, including engagement with young people and delivery against objectives; 30% for relevant track record, experience and fit with the partner specification; 30% for safeguarding, inclusion, data protection, risk management, quality assurance and subcontracting arrangements; and 10% for value for money.

This opportunity suits organisations able to design and deliver participatory arts projects with young people, support young commissioners to make decisions, and work effectively with artists and schools. A strong bid will show how it will engage young people meaningfully and turn their input into commissioned artwork, useful resources and a redesigned award certificate. Relevant experience and a clear track record matter as much as the proposed delivery approach. Suppliers should be able to demonstrate robust safeguarding and inclusion practice, alongside sound data protection, risk management and quality assurance arrangements. If subcontracting is proposed, the arrangements and policies should be addressed. The project is described as suitable for small and medium-sized businesses and voluntary, community and social enterprises, making it relevant to specialist arts organisations and other capable partners in those sectors.

## Notice

Artsmark is a national award and development programme that helps schools put arts and culture at the heart of education by recognising achievement, supporting improvement and fostering connections. The Artsmark Award is accredited by Arts Council England and is the only award for arts and culture provision in England. Artsmark is open to primary, secondary and special schools, as well as hospital schools, pupil referral units, youth offending teams, virtual schools and sixth form colleges in England. Artsmark will be celebrating its 25th year in 2026/27. Arts Council England ("ACE") are seeking a suitably qualified Supplier to manage a young person-led commissioning project as part of Artsmark 25. This will involve identifying and working with a group of young commissioners to commission an artist to create art works and resources for Artsmark schools, leading to the design of a new Artsmark Award certificate as part of our celebratory year. This project will focus on our key aim of 'Celebrating Artsmark schools and pupils' and will put young people's voice at its heart. Further details on the requirements is provided within the ITQ, which can be requested via email from Kathryn.Welford@artscouncil.org.uk
