## Summary

The Mayor’s Office for Policing and Crime (MOPAC) intends to commission mental health and neurodiversity support for priority offenders under the supervision of the Probation Service. The service or services will assess individuals and provide therapeutic interventions addressing needs linked to offending. They will also screen for neurodiversity and support people on probation to manage related needs throughout their probation order or licence. Providers will work with probation practitioners to build their knowledge and understanding of mental health and neurodiversity in the criminal justice system. MOPAC is considering separate provision for mental health and neurodiversity. Delivery is in the United Kingdom; the published location data does not identify a specific town or region.

This procurement is at the planning stage: MOPAC has set out its intention to procure, but has not invited tenders. It is considering a two-lot structure, with one lot for mental health support and one for neurodiversity support; the final budget split is undecided, and both services are expected to run concurrently. The expected initial contract term is two years, from October 2027 to September 2029, with two possible one-year extensions, giving a potential term through September 2031. The stated estimated value is £2,116,000 for the initial term and £1,058,000 for each extension; the potential total including extensions is £4,232,000. MOPAC expects to hold an online market-warming event on 2 November 2026, from 1:30pm to 3:00pm, for prospective providers to learn about the planned procurement.

The planned work is suited to providers with experience delivering mental health assessment and therapeutic support to people involved in the criminal justice system, particularly priority offenders supervised by probation. Providers able to screen for neurodiversity and offer practical support that helps people manage related needs during probation orders or licences would also be well placed. The service will require effective collaboration with probation practitioners, including the ability to build practitioners’ understanding of mental health and neurodiversity in a criminal justice setting. Suppliers may wish to consider whether they can deliver one or both potential service areas, and whether they can sustain concurrent delivery across the planned contract term. The buyer has not yet settled the allocation between the proposed service areas; the market event is intended to explain the forthcoming requirement.

## Notice

MOPAC is commissioning a new service, or services, to provide mental health and neurodiversity support to priority offenders who are open to the Probation Service. The service(s) will carry out assessments and undertake therapeutic interventions to address the underlying criminogenic needs of priority offenders. In addition, the service(s) will undertake neurodiversity screening and support individuals on probation to manage their neurodiversity related needs throughout the duration of their order and/or licence. The commissioned service(s) will also be expected to work closely with probation practitioners, supporting the ongoing development of their knowledge and understanding of mental health and neurodiversity within the criminal justice system. MOPAC is currently considering structuring the procurement as two separate lots: one focused on mental health support and the other on neurodiversity support. The final budget allocation between the two lots is yet to be determined; however, both services are expected to operate concurrently for the same contract duration. The estimated contract value will be: Initial term (2 years): PS2,116,000 (PS1,058,000 per annum) Extension option 1 (1 year): PS1,058,000 Extension option 2 (1 year): PS1,058,000 Total potential contract value (including extensions): PS4,232,000.

### Planning Information

An initial market warming event is scheduled to take place on Monday 2 November from 1:30pm to 3:00pm via Microsoft Teams, providing an opportunity for potential providers to learn more about the forthcoming opportunity.
