## Summary

The Corporate Officers of the House of Commons and House of Lords, acting jointly, are developing a framework for built-environment consultancy across the Parliamentary Estate in Westminster. Services are expected to cover project management, cost management, multidisciplinary design, feasibility, commercial advice and registered building control. The work would support capital investment and maintenance, from early feasibility through to managing and delivering construction projects and programmes. The estate includes historic, listed and modern buildings and infrastructure used by Parliament, its staff, Members and visitors. Typical projects may involve conservation, asset upgrades and replacement, mechanical and electrical systems, public health works, digital and telecoms infrastructure, security and access systems, and utilities. The procurement is for professional construction and engineering consultancy services (CPV 71530000).

This is at the planning stage: the Authority is conducting preliminary market engagement, not inviting tenders. It seeks supplier feedback on five possible framework models, market capability and capacity, possible lotting and other issues to inform its commercial strategy. Responses are expected by 12 noon on 13 November 2026 through the Atamis e-sourcing platform, using the response form and framework-options material. The Authority expects a further notice on 26 March 2027. The proposed framework period is 20 September 2027 to 19 September 2031; its duration is still to be confirmed. The procurement is planned as one lot, with the framework structure and lotting still under development. Historic spend across the required services from financial years 2022/23 to 2025/26 was approximately £138 million; this is context only, not a forecast or indication of future expenditure.

The work is suited to consultancy practices and professional services firms able to support complex construction and estate programmes, including suppliers specialising in project and cost management, multidisciplinary design, feasibility, commercial services or building control. The Authority is looking to understand the market’s relevant experience, capability and capacity, including from potential lead bidders, subcontractors and delivery partners. Suppliers with experience across conservation and modernisation, historic and listed buildings, building services, infrastructure, security or utilities may have relevant expertise. The expected breadth—from early-stage advice through project and programme delivery—may suit firms that can provide services across multiple project stages, as well as specialist providers able to contribute within a future lot or supply chain. The Authority will use feedback to shape its eventual commercial and delivery strategy; participation does not commit it to a particular model or future procurement.

## Notice

UK Parliament is responsible for the operation and maintenance of the Parliamentary Estate, which comprises a diverse portfolio of historic, listed and modern buildings and infrastructure. The Estate provides a working environment for both Houses of Parliament and supports the delivery of parliamentary business, as well as providing facilities for Members, staff and visitors. Typical works focus on conservation of fabric, capital asset upgrade and replacement, mechanical, electrical and public health works, digital, telecoms, security and access systems and utilities. Further information about UK Parliament and the Parliamentary Estate can be found at https://www.parliament.uk/. The Parliamentary Commercial Department (PCD) supports with procuring and managing contracts for major and minor construction works, building refurbishment, building security and infrastructure security. BECS covers the provision of a range of consultancy services, including Project Management (PM), Cost Management (CM), Multidisciplinary Design Services (MDS), Feasibility, Commercial and Registered Building Control services. The BECS framework is intended to support current and future portfolios of capital investment and capital maintenance projects for UK Parliament. The services expected under BECS will range from early-stage feasibility assessments, through to delivery and management of Works projects and programmes. The scale, complexity and nature of Works at Parliament require access to a suitably experienced and capable professional services supply chain.

### Planning Information

The Corporate Officer of the House of Commons and the Corporate Officer of the House of Lords (acting jointly) as “The Authority”, is undertaking preliminary market engagement to obtain feedback from suppliers on the proposed potential framework model options (1-5). The purpose of this engagement is to understand the capability and capacity of the market, determine a suitable lotting structure and explore other considerations which may inform the development of the commercial strategy. The framework duration will be confirmed in due course.
Suppliers are invited to both review and respond to the question set and supporting information available via our E-sourcing platform, Atamis. The Authority welcomes responses from organisations with relevant experience and capability, including individual suppliers that may expect to directly bid or act as subcontractors or delivery partners. Please access and submit your responses by 12 noon on 13th November 26 at:

This indicative figure is based on available data across non framework, internal and external frameworks, and is provided solely for context. This is not intended as a basis for forecasting or indicating future expenditure.
All responses will be carefully considered but will not bind the Authority to any particular approach to the procurement, nor will responses be treated as conveying any promise or commitment on the part of the respondent.
Feedback received may be considered in the development of any future procurement and delivery strategies. However, the Authority will not enter a contract based on the responses to this preliminary market engagement, nor does it constitute an invitation to tender or commitment to undertake a procurement.
