## Summary

Velindre University NHS Trust is seeking a fully managed coffee and vending service for the New Velindre Cancer Centre in Cardiff. The requirement combines supply, delivery, installation and commissioning of coffee machines, grinders and snack and cold-drink vending machines with maintenance, repairs, replacement parts, technical support, telemetry and reporting. The contractor will also supply drinks, food and consumables, manage stock and merchandising, replenish machines, operate the service, collect revenue and handle customer refunds. The service is for patients, visitors and staff and must run around the clock, every day. The contractor must pay the Trust an agreed share of revenue and support its sustainability objectives. The work spans vending and catering operations, equipment supply and servicing, and ongoing managed-service delivery.

The Trust invited offers through an open competition. The tender set an enquiry deadline of 20 November 2026 at 12:01 and a submission deadline of 27 November 2026 at 12:01. The initial contract period runs from 18 January 2027 to 17 January 2030, with up to three further 12-month extensions; the stated maximum extent is 31 March 2033. The published estimated value is £1. The contract is awarded on the most advantageous tender basis: technical quality, price and social value, weighted 30%, 60% and 10% respectively, alongside pass/fail requirements. One lot covers the requirement. Electronic submission is allowed through the eTenderWales portal. The extension option requires at least three months’ written notice to the contractor.

This opportunity suits coffee and vending operators able to provide an end-to-end service rather than equipment alone. Bidders need the capacity to install and commission a varied range of machines, deliver planned and reactive maintenance, provide repairs and replacement parts, and support telemetry and management reporting. They must also manage continuous replenishment and merchandising, supply beverages, food and consumables, operate revenue collection and refunds, and report on performance. Experience delivering comparable coffee and vending services is required, alongside suitable economic and financial standing, relevant technical and professional ability, appropriate insurance, and compliance with food-safety, health-and-safety and statutory requirements. Suppliers must be able to support the Trust’s sustainability objectives and operate a service for a cancer centre’s patients, visitors and staff. Small and medium-sized businesses and voluntary, community and social enterprises are identified as suitable.
