## Summary

Network Rail Infrastructure Limited is seeking an examinations system application for Eastern Structures. The purchase covers software licences, support and minor configuration, enabling different types of examinations and use of functionality in Network Rail’s Network Enterprise Structures and Tunnels (NEST) asset management system. NEST’s Examinations module went live in November 2024; the new application is intended to help maintain regional examination compliance and regulatory commitments to the Office of Rail and Road. The service is for 120 users, with pricing also sought for user increases in blocks of 20. This is specialist industry software and associated IT services. The procurement is for one supplier, with the system supporting Network Rail’s examination activities in its Eastern Region.

Network Rail invited offers through an open-market competition using the Competitive Flexible Procedure under the Procurement Act 2023. It combines exclusion checks and assessment of participation conditions with a single tender stage. Suppliers could ask questions until 4 December 2026 at 15:00; bids were due by 11 December 2026 at 15:00. The estimated contract period runs from 10 June 2027 to 10 June 2035, with Network Rail entitled to break at the end of year five. The estimated value is £1,375,000 excluding VAT (£1,650,000 including VAT). There is one lot. Evaluation weights quality at 60% and price at 40%.

This opportunity is best suited to suppliers with an established examinations or asset-management software product that can support infrastructure examination workflows and integrate with NEST’s data-transfer and security architecture. The requirement includes licensing and ongoing support for 120 users, plus minor configuration against defined milestones; bidders should therefore be able to deliver implementation work as well as reliable user support. Suppliers should also be able to price additional capacity in 20-user increments, although those expansion prices are not part of the commercial evaluation. The combined selection and tender process means participants must pass exclusion checks and demonstrate the stated conditions of participation before their tender is assessed. The contract is a single-supplier engagement with a potential eight-year term, so relevant product capability, service continuity and capacity to support a long-running regional system are commercially important.

## Notice

This procurement will be undertaken as an open market exercise using the Competitive Flexible Procedure under the Procurement Act 2023 (PA23), with the objective of procuring an Examinations System Application comprising licences, support, and minor configurations. Nationally, Network Rail has been developing and releasing a modular engineering asset management system called the Network Enterprise Structures and Tunnels system (NEST). In November 2024 the NEST Examinations module went live. The architecture of NEST means it uses modern means of data transfer and security. Eastern Structures are seeking an examination system that enables various types of examinations and utilises the functionality that NEST offers. The system will be crucial in maintaining the Region's examinations compliance position and our regulatory commitments with the Office of Rail and Road. * Scope: The ITT commercial envelope will include a breakdown of each of the following to form a total cost of ownership: o Licencing - Fixed costs based on defined parameters/user metrics (120 users). Non committed pricing requested for an increase in users of 20 volume increments, but not evaluated. o Support - Fixed costs based on defined parameters/user metrics (120 users). Non committed pricing requested for an increase in users of 20 volume increments, but not evaluated. o Configuration: Fixed costs aligned to defined milestones o User Volume Increases - defined cost for an increase in users, in increments of 20. Not accounted for in the commercial evaluation. The contract will be awarded to a single supplier for a maximum duration of 8 years. Network Rail shall have the right to exercise a contractual break at the end of Year 5 in accordance with the terms of the contract.
