## Summary

Cambridgeshire County Council plans to commission unpaid adult carer support services for adults aged 18 and over who care for someone ordinarily resident in Cambridgeshire. The service is intended to provide personalised early support, help carers connect with local services and activities, improve health and wellbeing, and prevent problems escalating to the point where more intensive intervention is needed. It forms part of the Council’s adult social care preventative approach. The work is social care support delivered in Cambridgeshire, rather than residential care. The intended beneficiaries are unpaid adult carers and the people they care for; the service is also intended to help people maintain independence and support the Council to manage demand for care.

This procurement is at the planning stage: the Council has stated its intention to procure, but has not invited tenders. It expects to use a light-touch procedure. The planned service is arranged as one lot. The Council has scheduled preliminary market engagement, with the questionnaire activity due by 9 November 2026, and expects a subsequent notice on 5 January 2027. These are planning dates, not tender submission deadlines. The estimated value is £5.32 million excluding VAT (£6.384 million including VAT). The anticipated contract period is 2 August 2027 to 1 August 2029, with a possible extension to 1 August 2030. No evaluation basis or participation requirements have yet been set out.

The Council has indicated that the service should provide personalised, preventative support to unpaid adult carers, connect them with relevant local services and activities, and help improve wellbeing while reducing the risk of needs escalating. Providers with experience delivering adult social care or community-based support, and with the capacity to reach carers across Cambridgeshire, are likely to be relevant as the procurement develops. The Council has identified the contract as suitable for small and medium-sized businesses and voluntary, community and social enterprises, so smaller providers and mission-led organisations may also find it relevant. This is a preparation opportunity rather than a current tender: market engagement is planned, giving interested suppliers a chance to understand the service requirement before the later procurement stage.

## Notice

The Unpaid Adult Carer Support Service is a key part of Adult Social Carer's (ASC) statutory and preventative approach to unpaid carer support. It helps people to remain independent and delays the need for more intensive intervention by providing personalised support and connecting carers to services and activities in their local communities. This not only improves outcomes for people receiving the support and those they care for but also enables the Council to effectively manage demand and associated costs. The service is open to all adults aged 18 and over with caring responsibilities for people who are ordinarily resident in Cambridgeshire, with the goal of the service being to offer early intervention to adult carers, to improve health and wellbeing and prevent escalation of issues.
