## Summary

Torbay Council plans to establish an open framework of providers for its Holiday Activities and Food (HAF) Programme. Providers will deliver face-to-face holiday activities and food for school-aged children and young people in Torbay who qualify for benefits-related free school meals. Provision is required across Easter, summer, October half-term, Christmas and February half-term holidays. This is a children’s holiday and food service combining supervised activities with food provision, rather than a general catering or leisure contract. The programme is supported by Department for Education grant funding and is intended to help eligible children and young people access food and activities during school holidays. Delivery is in the Torbay area.

The procurement is at planning stage: Torbay Council has described its intention to re-commission the HAF programme through the first stage of a new open framework, but has not yet invited tenders. A virtual market engagement event via Microsoft Teams is planned for 5 November 2026 at 11:00; organisations were asked to register by 4 November 2026 at 14:00. The council expects a further procurement notice on 16 November 2026. The planned contract period runs from 26 March 2027 to 25 March 2035. The estimated value is £4,097,520 excluding VAT (£4,917,024 including VAT). The process is planned as a framework arrangement, with one lot. No award criteria or participation requirements are set out at this stage.

The service is marked as suitable for both small and medium-sized businesses and voluntary, community and social enterprises, so local activity providers and community organisations may be well placed to contribute. Providers should be able to offer safe, face-to-face holiday provision for school-aged children and young people, including food alongside engaging activities, across several school holiday periods. Organisations with experience delivering children’s holiday clubs, community services, social support or holiday camps are relevant to the stated scope. The council intends to use the engagement event to explain its vision, proposed changes to delivery, provider requirements and the planned open-framework procurement process. Attending would help prospective providers understand these expectations and prepare for the later competition; the process is not yet at the tender stage. No particular accreditation or qualification is identified in the current plans.

## Notice

Torbay Council has been successful in obtaining grant funding by the Department for Education (DfE) to roll out a Holiday Activities and Food Programme for the next three years, from 2027. The purpose of the funding is to ensure that children and young people have access to food and activities over the school holiday periods where they are eligible for Targeted Free School Meals. Local Authorities require face-to-face provision over the following school holidays: Easter Summer October Half Term Christmas; and February Half Term Torbay Council are establishing an Open Framework of HAF Providers to deliver the requirements of the requirements. This is the first framework in the open framework scheme.
