## Summary

Hartlepool Borough Council is commissioning a credit union incentive service for Hartlepool residents. The service is intended to encourage residents to save and strengthen their financial resilience, helping them manage unexpected costs or income loss and reducing reliance on emergency support. It forms part of the Council’s delivery of the Crisis Resilience Fund, which combines immediate crisis support with longer-term prevention. The work sits across financial services and community support, including banking and investment services. Delivery is in Hartlepool, England.

The Council invited offers through a below-threshold open competition. The tender set a submission deadline of 19 November 2026 at 14:00 UTC. The contract period is 1 January 2027 to 31 March 2029. The stated gross contract value is £148,000. This is a single-lot procurement, with evaluation weighted 90% to quality and 10% to social value. Electronic submission was permitted through the stated procurement portal. The requirement is for a credit union service that incentivises saving among local residents, supporting the Council’s wider crisis resilience work.

The opportunity suits credit unions and other providers able to design and deliver a practical savings incentive for residents, with a clear focus on improving financial resilience. Relevant suppliers will need to connect financial services with community-facing support, encourage saving behaviour and help people prepare for financial shocks. The stated evaluation places most weight on quality, so a strong delivery model and evidence that the service can meet residents’ needs are central; social value also forms part of the assessment. Small and medium-sized businesses and voluntary, community and social enterprises are identified as suitable participants. The service is local in reach, making experience working with residents and community support networks in Hartlepool relevant.
