## Summary

Truro & Penwith Academy Trust is seeking a supplier to design, build and host websites for 41 schools. The service must give each school a distinct identity while providing a coherent trust-wide digital framework for quality, statutory compliance and oversight. Designs need to accommodate the different needs and audiences of primary, secondary and all-through schools, while maintaining a consistent user experience and alignment with the trust’s brand. The work is for schools in Cornwall. The procurement covers website design and hosting services.

The trust invited offers through a competitive flexible procedure, with an initial participation stage followed by invitations to tender for up to four selected participants. The enquiry deadline was 20 November 2026 at 17:00, and the expression-of-interest deadline was 27 November 2026 at 17:00. The published estimated value is £300,000 excluding VAT (£360,000 including VAT). The initial contract period runs from 1 April 2027 to 31 March 2032, with an option to extend once by one year. Price carries 55% of the evaluation weighting, qualitative technical questions 40%, and contract amendments 5%.

This opportunity is suited to an experienced digital agency or web developer able to deliver a multi-site school website service, including design, development and ongoing hosting. Suppliers will need to balance distinct school-level branding and audience needs with a consistent trust-wide framework, user experience and oversight requirements. The brief requires capability in statutory compliance as well as the technical delivery and operation of multiple websites. A scalable platform that makes it efficient to add schools if the trust expands is also required. The range of primary, secondary and all-through settings favours suppliers with the design judgement and delivery capacity to support varied school communities within one coherent system. The evaluation gives substantial weight to technical quality as well as price and proposed contract amendments.

## Notice

The proposed design approach should be sufficiently flexible to reflect the differing needs, audiences and characteristics of the Trust's primary, secondary and all-through schools while maintaining a consistent user experience and brand alignment across the Trust.
