## Summary

NEUPC Ltd is planning a framework for mechanical, electrical and sustainable energy works and services for universities. The five proposed lots cover mechanical services; electrical services; air- and ground-source heat pumps; solar photovoltaic panels and systems; and LED lighting systems and controls. Mechanical and electrical services are divided into reactive work and project-led work, while sustainable energy lots focus on supply, installation and commissioning, with optional preventative solutions, optimisation and innovation. The mechanical and electrical lots cover NEUPC and SUPC members across the North East, Yorkshire and the Humber, and the East and West Midlands. Sustainable energy work is intended for members of NEUPC, LUPC, SUPC and NWUPC, across regions throughout the UK. NEUPC is based in Leeds.

The procurement is at planning stage: NEUPC intends to develop a framework and has not yet issued an invitation to tender. It plans to use preliminary market engagement to inform the final approach before preparing tender documents, which it expects to issue in November. A supplier workshop is planned for 4 November 2026. The proposed framework period runs from 1 June 2027 to 31 May 2029, with a possible extension to 31 May 2031. The published estimated value is £148 million excluding VAT (£177.6 million including VAT). The structure has five proposed lots, with two value bands within each lot; regional coverage and the number of suppliers to be appointed in each region are to be clarified through engagement and tender documents. The procurement is described as suitable for SMEs and voluntary, community and social enterprises.

The framework is intended to suit specialist mechanical and electrical contractors able to handle both reactive maintenance and project-led work, including lower- and higher-value requirements. Sustainable energy suppliers should be able to supply, install and commission heat pumps, solar PV systems, or LED lighting and controls. NEUPC is seeking feedback from technical suppliers to help shape the framework, including on preventative maintenance, optimisation and innovation options. Suppliers can choose the sustainable energy regions they are able to serve, making this relevant to businesses with regional as well as wider UK coverage. The buyer explicitly considers the proposed structure suitable for SMEs and voluntary, community and social enterprises. Suppliers interested in shaping the specification can take part in the planned engagement; participation is not required to tender later and does not guarantee an invitation or a place on the framework. No specific accreditations or experience thresholds are set out at this planning stage.

## Notice

The North Eastern Universities Purchasing Consortium ("NEUPC") for the establishment of a framework agreement for the provision of Mechanical, Electrical and Sustainable Energy Services. The Mechanical and Electrical Service Lots (1 and 2 below) will be available to all members of NEUPC and SUPC. The framework will be regional, covering the North East, Yorkshire & Humber, East Midlands and West Midlands. The Services will be split into Reactive or Project-Led to allow for lower value (reactive) and higher value (project-led) services to be provided. The Sustainable Energy Service Lots (3, 4 and 5 below) will be available to all members of NEUPC, LUPC, SUPC and NWUPC. The framework will be considered national, but is broken down into ten distinct regions, covering the North East, Yorkshire & Humber, Midlands (East & West combined), East Anglia, London, South East, South West, Wales, North West and Cumbria. These three Lots will seek specialist suppliers who are able to offer supply, installation and commissioning services, with a focus on experience and any optional preventative solutions, optimisation services and innovation on offer. Bidders are able to select which regions they can service. The Services are split into two value bands within each Lot to allow for low and high value services to be provided. The proposed Lot structure and services are; LOT 1 - Mechanical Services LOT 2 - Electrical Services LOT 3 - Air & Ground Source Heat Source Pumps LOT 4 - Solar PV Panels and Systems LOT 5 - LED Lighting Systems and Controls The structure and procurement process is considered suitable for Small to Medium Enterprises (SMEs) and Voluntary, community and social enterprises (VCSEs) to bid for. The regional split, number of Suppliers to be awarded per region, etc, will be broken down in greater detail in the tender documents and be clarified during this Preliminary Market Engagement Workshop. The opportunity will be published on the NEUPC Procurement Portal (Portal). To ensure you can easily access the tender documents, we recommend creating an account on the Portal beforehand. You can create an account at: https://neupc.delta-esourcing.com/ Suppliers are advised to register and complete the relevant stages on the Central Digital Platform (CDP) if they wish to participate in and bid for this framework. How to register on the CDP can be found at: https://www.gov.uk/government/publications/procurement-act-2023-short-guides/suppliers-how-to-register-your-organisation-and-first-administrator-on-find-a-tender-in-three-easy-steps-html Suppliers should be aware that CDP and Portal registration can be a prolonged process. Tender submission deadlines cannot be extended to allow for delayed supplier registration on the CDP and Portal.

### Planning Information

The PME workshop will take place on 4TH NOVEMBER at 11am via Teams and will last approximately one hour. Some potential framework clients may also attend the session.
If you'd like to participate, please email j.lisle@neupc.ac.uk and a brief attendance survey will be issued. You will then be sent a Teams invite no later than close of play on Tuesday 3rd, so please block out the above date/time in your diary in the meantime.
NEUPC Ltd wish to conduct preliminary market engagement (PME) with technical suppliers to help inform the final development of our approach to this framework solution, prior to preparing and issuing tender documents in November. Tender documents are not yet available.
We would welcome your attendance to the session so we can share our approach with you and hear your expert feedback.
Suppliers taking part in the PME will not receive an unfair advantage when bidding for this framework. For the avoidance of doubt, those not participating in the PME workshop will still be able to tender for the framework.
A record of the information shared and received as part of the PME will be kept ensuring that the information gathered is considered in the procurement. An anonymised summary of the information/outcomes will also be shared with other parties and used to help ensure that participating suppliers are not unfairly advantaged.
Suppliers participating in this PME will not automatically receive either an Invitation to Tender, or a place on any framework agreement which may be awarded following an Invitation to Tender.
Interested Suppliers are advised to register and complete the relevant stages on the Central Digital Platform (CDP) if they wish to later bid for this framework.
Suppliers should be aware that CDP registration could be a prolonged process. Tender submission deadlines cannot be extended to allow for late supplier registrations to the CDP.
