## Summary

Cardiff and Vale University Health Board is seeking a provider for a community-based first episode psychosis support service (community health services, CPV 85323000) for people in Cardiff and the Vale of Glamorgan who are experiencing or recovering from psychosis. The service is intended to complement statutory mental health services with person-centred, recovery-focused support for individuals and their families. It includes practical and emotional help, one-to-one and peer support, group activities, wellbeing initiatives, advocacy, information and advice, signposting, and help accessing community resources. Providers are expected to promote independence, social inclusion and wellbeing, and support people to maintain relationships and pursue education, training and employment. The service is to work collaboratively with healthcare professionals, voluntary sector organisations and other stakeholders, with a focus on early intervention, preventing relapse and improving quality of life.

The buyer invited tenders through an open procedure, with electronic submissions through the eTenderWales portal. This is a single-stage assessment under the Provider Selection Regime Wales. The submission deadline was 27 November 2026 at 12:00 UTC. The contract is intended to run from 1 April 2027 to 31 March 2029, with two possible 12-month extensions, at the Health Board’s discretion, taking the potential end date to 31 March 2031. The stated contract value is £270,860. There is one lot covering the service across Cardiff and the Vale of Glamorgan. The most advantageous proposal is selected on weighted scores: technical quality is 85% and social value 15%. The tender does not allow variant bids.

This opportunity is suited to providers able to deliver community-based mental health support for people experiencing or recovering from a first episode of psychosis. Relevant strengths include person-centred, recovery-focused practice; practical and emotional support for individuals and families; and the ability to provide one-to-one work, peer support, group activities and wellbeing initiatives. Providers should be able to help people build independence, confidence and resilience, reduce isolation, maintain relationships, and access community resources, education, training and employment. Strong partnership working with statutory mental health services, healthcare professionals, voluntary sector organisations and wider stakeholders is central to delivery. Bidders will need to explain how their service meets the requirements and achieves outcomes, while setting out credible social value benefits; quality carries substantially more evaluation weight than social value. Consortia may bid, making collaboration relevant for suppliers combining complementary capabilities.
