## Summary

Wolverhampton City Council sought a workplace smoking-cessation outreach service for adult smokers in routine and manual jobs in Wolverhampton. The provider is to recruit staff to deliver structured, evidence-based cessation support in local workplaces, helping employees make quit attempts and sustain healthier lifestyle changes. The service includes information, advice and guidance, self-help tools, behavioural support and other lifestyle interventions. Its purpose is to reduce smoking prevalence and smoking-related illness, disability and premature death, while addressing health inequalities by improving access to support for workers who may be poorly served by conventional services. Delivery should take support to employees at workplace locations and times that fit shift patterns, breaks, working hours and operational constraints. This is a health service.

The buyer invited offers through a competitive process under the Health Care Services (Provider Selection Regime) Regulations 2023, using a one-stage open process. The stated contract value is £1.5 million. The contract period is 1 March 2027 to 28 February 2030, with possible renewal subject to grant funding being available. Bids were to be submitted electronically by 30 November 2026 at 12 noon; the bid validity period is 180 days. Offers are assessed on quality and innovation (60%), integration, collaboration and service sustainability (20%), improving access, reducing health inequalities and facilitating choice (10%), and social value (10%). The commercial matrix is assessed pass or fail and carries no scored weighting. The contract is presented as one lot.

This opportunity suits providers able to deliver evidence-based smoking-cessation support to adults in routine and manual occupations, and to recruit and manage staff for outreach in local workplaces. The service requires practical delivery across varied workplace schedules: providers must be able to fit support around shift patterns, breaks, working hours and operational constraints, rather than rely solely on workers attending a fixed service location. Strong bids will need to demonstrate service quality and innovation, collaboration and sustainable delivery, and an approach that improves access, reduces health inequalities and facilitates choice. Social value is also part of the assessment. Providers should be prepared to submit a compliant commercial matrix, which is a pass-or-fail requirement. Offers are assessed on these service and wider-impact criteria.
