## Summary

Fife Council is seeking market information about automated testing solutions for its Oracle Cloud environment. The potential purchase is software and related implementation support to automate testing of business processes affected by Oracle Cloud updates and changes. Oracle Cloud has four major releases each year, as well as monthly patches for security, defects and performance. The Council currently depends heavily on manual testing by service users and subject matter experts, and wants to reduce the effort involved while improving the consistency and coverage of testing. The work would support Council services in Glenrothes, Fife.

The process is at the planning stage and is an RFI for market information, not an invitation to tender. Fife Council is considering procuring a solution after completing a proof of concept. The stated estimated value is £100,000. The Council expects a future notice in January 2027. The RFI seeks information on solutions, implementation approaches, licensing models and testing methodologies; no award procedure or evaluation criteria are set out at this stage.

This will be most relevant to suppliers offering automated software testing for Oracle Cloud, particularly those able to address recurring quarterly releases and monthly patches. Suppliers with experience implementing testing tools in cloud business systems, designing repeatable test approaches and helping organisations reduce reliance on manual testing are well placed to contribute. The Council is interested in how solutions can improve testing efficiency, consistency and coverage, and help identify defects, configuration problems and unintended effects before they disrupt live services. Suppliers should be prepared to explain practical implementation options and licensing models for a public-sector Oracle Cloud environment.

### Lot Information

Lot 1

Fife Council is seeking information from the marketplace regarding automated testing solutions capable of supporting the Council's Oracle Cloud environment. Following the successful completion of a Proof of Concept (PoC), the Council is considering the procurement of an automated testing solution to improve the efficiency, consistency and coverage of system testing activities associated with Oracle Cloud updates and changes. Oracle Cloud delivers four major quarterly releases each year, alongside a monthly patching regime focused on security updates, defect resolution and performance enhancements. These continual updates introduce a significant testing requirement to ensure that critical business processes continue to function as expected. The Council currently relies heavily on manual testing activities undertaken by service users and subject matter experts. Given the increasing frequency of updates and limited service capacity, there is a growing risk that defects, configuration issues or unintended impacts may not be identified until they affect live service delivery. The Council is therefore seeking information from suppliers regarding automated testing tools, implementation approaches, licensing models and best practice methodologies that could assist in reducing testing effort whilst improving confidence in Oracle Cloud updates and releases.
