## Summary

South Hams District Council and West Devon Borough Council are preparing to source repair, maintenance and compliance services for their residential properties. Work is expected across occupied homes and empty properties, including bringing void homes up to the councils’ lettable standard. Potential services include plumbing and heating, gas and electrical work, uPVC door and window repairs, general building maintenance, emergency repairs, routine and responsive maintenance, gas safety checks and servicing, electrical installation condition reports, air source heat pump servicing, underfloor heating maintenance and mechanical ventilation filter replacement. Requirements will arise across the councils’ local area. Contractors can offer one trade or service, several, or the full range; they are not expected to cover every area.

This is preliminary market engagement at the planning stage, intended to help the councils understand the local contractor market and identify businesses that may be asked to provide quotations for future works. It is not an invitation to tender or a request for quotation. The councils expect predominantly individual, lower-value jobs instructed as needs arise. The anticipated contract period is 1 November 2026 to 1 November 2027. The procurement is described as services and is suitable for SMEs. No procedure or evaluation basis has been set out at this stage. Businesses interested in making themselves known to the councils are asked to email their details by 30 November 2026; this is an engagement milestone, not a tender submission deadline.

This may suit local SMEs and specialist property maintenance contractors able to take on individual jobs rather than a single large, bundled programme. The councils are interested in suppliers covering any of the listed trades, from plumbing, heating, gas and electrical services to building maintenance, windows and doors, and compliance checks. Relevant trade qualifications and competence, suitable professional accreditation, public liability insurance and health and safety compliance will be important. Gas work calls for Gas Safe registration; electrical contractors should hold NAPIT, NICEIC, ECA or equivalent recognised certification where applicable. Suppliers should be able to evidence qualifications, accreditation and insurance, demonstrate experience in both occupied and void homes, and meet response requirements appropriate to the work. This engagement is an opportunity to inform the councils’ understanding before future quotations are sought.

## Notice

South Hams District Council and West Devon Borough Council are undertaking preliminary market engagement to identify suitably qualified and experienced contractors operating in the local area who may be interested in providing quotations for future repair, maintenance and compliance works to residential properties. The Councils wish to broaden their knowledge of the local contractor market and identify businesses that may be able to support the delivery of planned and responsive works across occupied and void residential properties. Requirements are expected to consist predominantly of individual, lower-value works instructed as requirements arise. The Councils are particularly interested in hearing from local businesses, SMEs and other suitably qualified contractors capable of providing one or more of the trades and services described below. Trades The Councils are seeking engagement from contractors operating in the following areas: Plumbing and heating Gas engineering, including Gas Safe Registered engineers Electrical contracting, including contractors registered with NAPIT, NICEIC, ECA or an equivalent recognised certification body uPVC door and window repairs General building and property maintenance Compliance Services Potential requirements include: Gas Safety Certificates and servicing Electrical Installation Condition Reports (EICRs) Air Source Heat Pump (ASHP) servicing Underfloor heating maintenance Mechanical Ventilation with Heat Recovery (MVHR) filter replacement Repairs and Maintenance Potential requirements include: Void property works to bring residential properties to the Councils' required lettable standard Plumbing repairs Loss of heating and/or hot water Electrical faults and loss of power uPVC door and window repairs Emergency repairs Routine and responsive property maintenance Contractors may express an interest in one, several or all of the above areas. Contractors are not expected to provide every trade or service listed.
