## Summary

Newton Abbot Town Council is seeking a contractor to maintain urban highway grass verges across Newton Abbot, Devon. The service covers approximately 112,797 square metres across 358 mapped areas in 20 locations. Work includes six scheduled cuts each year between April and October, litter picking before cutting, strimming around obstacles and street furniture, vegetation management, and maintaining highway visibility splays. The contractor must also manage designated wildlife verges under alternative cutting regimes to support biodiversity, and liaise with community groups involved in some grassed areas. The contractor supplies the labour, plant, equipment, materials, supervision and traffic management needed to deliver the work safely. Services must be delivered in line with relevant health and safety legislation and Chapter 8 traffic management requirements.

Newton Abbot Town Council invited tenders through an open competition. The enquiry deadline was 12 noon on 11 November 2026, and the submission deadline is 12 noon on 25 November 2026. The contract is scheduled to run from 1 April 2027 to 31 March 2028, with options for two further 12-month extensions, giving a maximum term to 31 March 2030. The estimated value is £130,000 excluding VAT (£156,000 including VAT). The Council may also commission additional related areas or services at agreed rates, without guaranteeing any minimum volume. Price carries 55% of the evaluation, quality 25%, use of the Civic.ly asset management system and biodiversity support 15%, and references 5%. Health and safety, Chapter 8 compliance and minimum insurance are pass/fail requirements.

This opportunity suits grounds-maintenance businesses able to manage a substantial, geographically spread highway verge service and deliver scheduled cutting alongside responsive vegetation and litter work. Bidders need the operational capacity to provide their own workforce, machinery, materials, supervision and traffic management, including safe working around roads and street furniture. Relevant experience, a credible delivery method, suitable equipment and adequate resources will strengthen the quality assessment; references also form part of the scoring. Suppliers must be able to use the Council’s Civic.ly asset management system to receive instructions, record completed work and report defects or other issues. Experience managing wildlife verges, adapting cutting regimes for biodiversity and working with community groups is directly relevant. Small and medium-sized businesses are considered suitable to compete, provided they meet the pass/fail safety, traffic management and insurance requirements.
